Background
This features belongs to UMTS traffic solution and is described in the IAC FPD.
In heavy traffic scenarios (for example, holidays, big events, and large gatherings), a large number of UEs access the
network simultaneously, which leads to a high cell load. If radio resources become insufficient in a cell and the amount of
radio resources exceeds the resource admission threshold, the RNC starts to reject UE access, which prevents the cell
from admitting too many UEs. However, since UEs performing PS BE services repeatedly make RRC connection setup
attempts, simply rejecting UE access may results in more RRC connection setup requests, which may lead to RRC
signaling storms eventually. Excessive RRC connection setup requests may cause the following problems:
RRC connection setup requests over the PRACH experience open-loop power control, which may cause RACH
interference and RTWP to increase sharply.
Excessive RRC signaling leads to a waste of radio resources, which may affects cell capacity.
If a PS RRC connection setup request is rejected, according to 3GPP specifications, the UE cannot initiate any other
RRC connection setup requests within the period specified by the "wait time" IE contained in the RRC CONNECTION
SETUP REJECT message. This affects the initiation of CS services.
To resolve these problems, the RB Parking feature enables PS BE UEs that fail to be admitted during the RAB setup phase
to park in the CELL_FACH state and not to repeatedly make RRC connection setup attempts. This increases cell capacity
and guarantees cell stability.

This feature is implemented on the RNC.
Functions:
If a UE performing a single PS BE service fails to be admitted during RAB setup
(after all IAC attempts such as inter-freq DRD, rate negotiation, inter-RAT DRD, and
queuing and preemption), RB Parking is performed.
After a UE performing PS BE services fails to be admitted during RAB setup,
the UE accesses to the system instead of being released by the RRC.
Those additionally accessed UEs are switched to the CELL_FACH Parking
state.
To minimize impacts on the system, UEs in the parking state cannot send
user-plane data.
UEs in the parking state can recover user-plane services by sending an event
4A report to trigger F2D transition.
Benefits:
Reduces the number of PS RRC connection setup attempts. Reduces the
amount of radio resources consumed by PS RRC signaling. Increases the
potential CS service capacity. Increases system stability.
Impact:
UEs in the parking state cannot perform data transmission before they are
switched to the CELL_DCH state, which adversely affects user experience
and increases the power consumption of UEs.

1. How to stop UEs from initiating admission attempts repeatedly for PS BE services?
Parking: Switch the single PS BE service that failed to be admitted to the CELL_FACH state.
2. How to perform parking?

Downlink: Suspends the user-plane RLC entity on the RNC side. That is, the user-plane data on the downlink is not transmitted. If there are
user-plane data on the uplink, the downlink responds ACK/NACK state packets to prevent call drops caused by user-plane TRB resets.

Uplink: Prevents the UE from sending uplink user-plane data by using the event 4A mechanism of the traffic volume measurement (TVM)
mechanism.

The uplink event 4A mechanism is as follows:


The threshold of event 4A for RB Parking UEs is low, so
that the UE can send an event 4A as soon as possible and
enter the event 4A control process.
If TIAT >=PTAT, the UE does not send user-plane data after sending an event 4A. The PTAT of RB Parking UEs is configured with the

When does the UE exit the parking state?
A UE exits the parking state when it exits the
CELL_FACH state of the cell.
When Parking4ADiscardTimer does not expire, an
RB Parking UE cannot perform event 4A triggered
F2D attempts. After the timer expires, the UE can
perform F2D attempts based on event 4A.
F2D triggered by a new CS RAB or PS RAB created
by an RB Parking UE can be performed.
When an RB Parking UE moves to another cell and
the cell reselection is performed, the new cell delivers
TVM control parameters of common FACH UEs to
the UE. In this way, the UE can perform user-plane
data transmission on the FACH channel.
When the parking time of a UE in the CELL_FACH
state reaches the set time of the ParkingRelTimer,
the RNC releases the RB Parking UE.

Note: Other inactive timers except for the parking release


timer affect RB parking UEs.

Application Scenario
Typical scenarios
This feature is applied to scenarios with heavy traffic such as holidays,
big events, and large gatherings and cell congestion scenarios.
This feature is not suitable for cells with severe FACH DCCH channel
congestion. If the FACH DCCH channel is congested seriously, this
features does not take effect even though it is enabled.

Network Impact
System Capacity
The Parking4ADiscardTimer parameter specifies the period during which RB Parking UEs are prohibited from performing an
event 4A-triggered F2D state transition. If this parameter is set to a large value, the number of DCH resource requests initiated
by RB parking UEs decreases. As a result, cell congestion is relieved and fewer UEs are carried on DCHs, which increases cell
throughput. If this parameter is set to a small value, it takes less time before RB Parking UEs can perform event 4A-triggered
F2D state transitions, which improves user experience but reduces the gains provided by the RB parking feature for relieving
cell congestion. As a result, more UEs are carried on DCHs, which reduces cell throughput.
Network Performance
After this feature is enabled, the number of times UEs performing a single PS BE service are rejected due to radio resource
congestion decreases. These UEs can access the network and stay in the CELL_FACH state. After resource congestion is
relieved, they can resume data transmission. Therefore, the PS RAB establishment success rate increases.
When the PREEMPTED_PS_BE_DO_PARKING_SWITCH is set to on, the RNC does not release the RRC connections of
preempted UEs that are performing a single PS BE service. Instead, the RNC switches the UEs to the CELL_FACH state and
parks them in this state. In this way, the number of abnormal call drops for these UEs in a cell decreases. That is, the PS call
drop rate in a cell decreases.
Impact on User Experience
RB Parking UEs cannot perform data transmission for a certain time, which adversely affects user experience.
RB Parking UEs in the CELL_FACH state consume more power than UEs in idle mode.

Deployment - Prerequisites
Prerequisite Features: WRFD-021101 Dynamic Channel Configuration Control (DCCC) feature
Mutually Exclusive Features

If the RB Parking feature and the low-rate access function are both enabled, low-rate access becomes ineffective in scenario 1. For details about
low-rate access, see Load Control Feature Parameter Description.
Impacted Features
RB Parking has no direct dependency on WRFD-020101 Admission Control. However, it is recommended that you enable RB Parking, loose RRC
admission, RAB admission together to guarantee the gains provided by RB Parking. Otherwise, if strict RRC admission is used, a large number of
RRC connection setup requests are directly rejected during the RRC phase and RB Parking cannot be performed. As a result, the gains provided
by the RB Parking feature are small.

RB Parking has no direct dependency on WRFD-010202 UE State in Connected Mode (CELL-DCH, CELL-PCH, URA-PCH, CELL-FACH), WRFD-
01061111 HSDPA State Transition, WRFD-01061208 HSUPA DCCC, or WRFD-020500 Enhanced Fast Dormancy. However, if state transition is
not enabled, RB Parking does not take effect.
RB Parking is not directly mutually exclusive with features WRFD-040100 Flow Control and E2E Flow Control. However, after WRFD-040100 Flow
Control or E2E Flow Control is enabled, a large number of RRC connection setup requests are rejected or discarded during the RRC admission
phase if flow control takes effect on RRC connection setup requests. This may reduce the gains provided by RB Parking. Flow control occurs when
the hardware processing capacity is limited or resources are extremely congested. Therefore, flow control-related features can be enabled
together with RB Parking, which is mainly used for admission rejections due to cell resource congestion before flow control. For details about E2E
Flow Control, see E2E Flow Control Feature Parameter Description.
RB Parking can be enabled together with the F2D State Transition Based on Data Transmission Wait Time function in the same cell. When they
are both enabled, the F2D State Transition Based on Data Transmission Wait Time function does not take effect for RB Parking UEs. For details
about the F2D State Transition Based on Data Transmission Wait Time function, see State Transition Feature Parameter Description.
RB Parking and WRFD-140213 Intelligent Access Class Control can be enabled together. If WRFD-140213 Intelligent Access Class Control uses
the RAB setup rejection rate as the condition for determining whether a cell is congested, the trigger time of Intelligent Access Class Control is
delayed because PS RAB setup requests are not rejected after RB Parking is enabled. RB Parking and WRFD-140213 Intelligent Access Class
Control take effect at different times because they apply to different cell congestion scenarios. If the cell is congested but does not crash, RB
Parking takes effect. As the number of RRC connection setup requests in the cell increases, the cell becomes extremely congested. When the
RRC connection setup rejection rate is greater than or equal to CongRejTrigThd (30% by default), WRFD-140213 Intelligent Access Class Control
takes effect.

RB Parking and WRFD-020134 Push to Talk can be enabled simultaneously. If the network is congested, RB Parking affects PTT service
registration. The RB Parking feature only switches UEs that perform PS BE services to the RB Parking state. This feature does not affect
successfully registered PTT services. However, when a PTT terminal initially starts the PTT client application to register PTT services with the PTT
server, the registration is identified as a PS BE service rather than a PTT service. When RB Parking is enabled, it takes effect if RAB admission
fails during initial PTT service registration. As a result, PTT UEs can be parked only in the CELL_FACH state and attempt to resume services after
event 4A is triggered, which increases the delay in setting up PTT services.

When to Use RB Parking
It is recommended that you enable this feature in heavy traffic scenarios (for example,
holidays, big events, and large gatherings).
It is recommended that you enable this feature in cells that meet the following conditions:
The uplink load is greater than 75%.
The downlink non-HSPA power load is greater than 75% or the total downlink power load
is greater than 90%.
The PS RAB setup success rate is less than 95%.
It is recommended that you do not enable this feature if the DCCH carried on the FACH is
severely congested.

Information to Be Collected
It is recommended that you enable this feature together with loose RRC admission and RAB admission. Obtain the admission
strategies of the live network. You must enable loose RRC admission when enabling this feature. It is recommended that you
enable downlink power resource-based RAB admission when enabling this feature.
Collect the values of the following counters or KPIs for cells where resource congestion occurs: the uplink load and downlink
load, RAB setup success ratio, the number of RAB setup failures due to radio resource congestion.
Check the value of the FACH channel congestion time VS.FACH.DCCH.CONG.TIME. If the FACH DCCH channel congestion
time in in busy hours is larger than 1800 s, it is recommended that you do not enable this feature.
Collect the values of the following counters or KPIs at least one week before feature activation, so that you can observe the
gains in network performance and system capacity after feature activation.

Deployment - Activation
Configuring the prerequisite feature switch
Run the RNC MML command SET UCORRMALGOSWITCH with the Dynamic Resource Allocation Switch parameter
set to DRA_DCCC_SWITCH.

Configuring RB Parking algorithm related parameters


Run the RNC MML command SET UUESTATETRANS. In this step, set the following parameters to appropriate values:
BE F2D/H Suspend Time After 4A of RB Parking UE, TRB BE F2D/H Suspend Time After 4A of RB Parking UE, 4A
Threshold for BE F2D/H of RB Parking UE, and 4B Threshold for BE F2P of RB Parking UE.
Run the RNC MML command SET UCOIFTIMER with the RB Parking UE Release Timer parameter set to an
appropriate value.
Run the RNC MML command SET UUESTATETRANSTIMER with the Event 4A Discard Timer for RB Parking UE
parameter set to an appropriate value.

Turing on the RB Parking algorithm switch


Run the RNC MML command ADD UCELLCONNALGOPARA. In this step, select the RB_PARKING_SWITCH and
PREEMPTED_PS_BE_DO_PARKING_SWITCH under the SW 1 for Cell-level Conn-oriented Algorithm parameter.

Configuring RRC admission policy


(Optional) If the RRC admission strategy of the live network is strict RRC admission, run the RNC MML command MOD
UCELLALGOSWITCH. In this step, set both the Credit and Code CAC Choice for RRC and Power CAC Choice for
RRC parameters to LOOSE_CAC.
(Optional) If you are concerned that changing the admission strategy affects CS services, it is recommended that you
enable the CS service admission optimization function to improve the admission priority of CS services. Run the RNC
MML command MOD UCELLALGOSWITCH with the CS RAB Setup Resource Allocation Switch parameter set to ON.

Deployment - Verification
After this feature is enabled, check whether the feature has taken effect using the
following methods:
If either of the VS.RAB.SuccEstabPS.Parking.0kbps and VS.F2DAccessFail.Parking
counters is not 0, the RB Parking feature has taken effect in scenarios 1 and 2.
If VS.PSPreempted.D2F.Att.Parking is not 0, the RB Parking feature has taken effect in
scenario 3.
If VS.CellFACHUEs.Parking.Mean is not 0, the RB Parking feature has taken effect.

Deployment - Deactivation
Turing off the RB Parking algorithm switch
Run the RNC MML command MOD UCELLCONNALGOPARA. In this step, deselect the
RB_PARKING_SWITCH and PREEMPTED_PS_BE_DO_PARKING_SWITCH under the
SW 1 for Cell-level Conn-oriented Algorithm parameter.
Rolling back the RRC admission policy

(Optional) If you changed the RRC admission strategy when activating the RB Parking
feature, run the RNC MML command MOD UCELLALGOSWITCH. In this step, re-set both
the Credit and Code CAC Choice for RRC and Power CAC Choice for RRC parameters
to the original value.
(Optional) If you enabled the CS service admission optimization function when activating the
RB Parking feature, set the following parameters based on different scenarios:

If you want to roll back to what it was before the feature activation, run the RNC MML command
MOD UCELLALGOSWITCH with the CS RAB Setup Resource Allocation Switch parameter
set to OFF.

If you want CS services to preferentially access the network in order to retain a high RAB access
success rate, retain the CS RAB Setup Resource Allocation Switch parameter to ON.

Evaluating cell performance changes
After this feature is enabled, the number of RAB admission rejections for UEs that are performing a single PS BE service due to
radio resource congestion decreases. The UEs can access the system and stay in the CELL_FACH state to wait until the
congestion is relieved. Therefore, the PS RAB setup success rate increases.
For UEs whose resources are preempted and that experience RB Parking, their RRC connections are not directly released.
Instead, they are switched to the CELL_FACH state. Therefore, the number of abnormal releases due to resource preemption
and the call drop rate decrease in the cell.

CELL_FACH state for a long time, which increases UE power
consumption. If this parameter is set to a large value, UEs without data
transmission requirement remain in the CELL_FACH state for a longer
time, which consumes more power but brings better result of relieving
cell congestion. If this parameter is set to a small value, RB Parking UEs
can return to idle mode in a shorter time, which reduces the power
consumption of UE and affects the result of relieving cell congestion.
