AGENCY PROJECT OUTLINE
Who: Those who fall under McKinney-Vento
What: McKinney-Vento Grant
When: Must be completed by February 28, 2017 at 11:59pm
Where: Beulaville Elementary School and Charity Middle School
Why: To receive $15,000 of grant money, per school, per year, for the
next three years.
HOMELESS STUDENTS
As required by the North Carolina Constitution and North Carolina
law, the Duplin County Board of Education is committed to
providing a free public school education to all children who are
legally entitled to enroll in the school district.
Based on individual need, homeless students will be provided
services available to all students, such as preschool, free or
reduced price school meals, services for English learners, special
education, vocational/technical education, gifted and talented
services, and before- and after-school care.
HOMELESS STUDENTS
Homeless students are children and youth who lack a fixed, regular, and adequate nighttime
residence. The term homeless student will also be deemed to include the term
unaccompanied youth, which includes a youth who is not in the physical custody of a
parent or guardian. Homeless children and youth include those students who are as follows:
Sharing the house of other persons due to loss of housing, economic hardships or a similar
reason.
Living in motels, hotels, transient trailer parks, or camping grounds due to the lack of
alternative adequate accommodations.
Living in emergency or transitional shelters.
Abandoned in hospitals.
Living in a primary nighttime residence that is a public or private place not designed for or
ordinary used as a regular sleeping accommodation for human beings.
HOMELESS STUDENTS
Living in cars, parks, public spaces, abandoned buildings, substandard
housing, bus or train stations, or similar settings.
Living in a migratory situation that qualifies are homeless because the
child lacks a fixed, regular and adequate nighttime residence.

Overall Expenses
ABSTRACT

Duplin County School System is requesting $30,000 per year as a supplementary allotment to meet the
physical, emotional, and academic needs of homeless students throughout the county. Although academics
are a major component within our system, it is evident that academic achievement cannot be obtained unless
the basic needs of our students are being met. Therefore, within our school system is a top priority to provide
a safe and secure environment that is conducive to the academic success of all students. For many children
identified under the McKinney-Vento Act, school becomes their safe haven. As a result, Duplin County
Schools must take responsibility of providing the necessary support to ensure that the needs of these students
are being met while also providing an environment that makes them feel needed and successful. In essence,
regardless of family hardships, Duplin County Schools strive to keep all students within their school of origin
where their surrounding are safe and dependable.
A sub-grant will be a financial benefit that will enable the school system to provide additional services to
students identified under the McKinney Vento Act. The circumstances of each student served will be noted and
addressed. All monies received from this grant will be used to subsidize the resources of the family and Duplin
County Schools. McKinney-Vento assistance will only be used when title 1, Migrant monies, or any other
programs currently in place cannot meet accommodations based on specific guidelines.
