BEZMER MILITARY AIR TRAFFIC SERVICES


AUTHORITY ( MATSA ) CENTER is founded in
1999 to respond to increasing requirements of air
traffic services procedures arousing from many
significant changes in Aviation Administration
Documents made in compliance with ICAO and
EUROCONTROL rules. Firstly BEZMER MATSA
CENTER includes APPROACH SECTOR and
FLIGHT INFORMATION SERVICE. In 2000 the
center is completed with TOWER SECTOR and
CONTROL SECTOR and the full number of officers,
air traffic controllers and sergeants arises to 35.
DAILY ACTIVITIES

During the years of its existence the ATC CENTER


has been providing the service of all scheduled flights
of 22ndAir Force Base, all the Traffic ( commercial or
military ) incoming and departing Bezmer Airfield 24
hours a day.
MAIN PURPOSES

The service provided for the purpose of :


- preventing collisions between aircrafts
- preventing collisions in operations areas between
aircrafts and obstructions on the ground
- expediting and maintaining the orderly flow of Air
Traffic
BEZMER MATSA CENTER STRUCTURE

BEZMER MATSA CENTER includes three Air Traffic


Control Sectors TOWER, APPROACH, CONTROL each of
them controlled by a team of five or six Air Traffic Controllers
and FLIGHT INFORMATION SERVICE. Each team of
controllers applies very elaborate procedures driven by
imperative safety requirements and is responsible for the areas
designated in the General Aviation Administration Documents.
TOWER

The TOWER is responsible for the Air Traffic


Service in the close vicinity of the airfield
(traffic pattern and long final ) and is obligated
to help the pilot in all cases of emergency
situations. The Tower gives the clearances for
engines start up, taxi instructions, regulates all
the traffic on the ground including aircrafts and
flights maintainance vehicles, gives the
clearances for take-off and landing, landing
instructions and updated weather conditions.
APPROACH

The APPROACH SECTOR is responsible for


the Air Traffic Service within the 30 nautical
miles area and gives the arrival and departure
iformation, instructions for entering the traffic
circuit, all procedures for ILS, NDB and VOR
approach. Equiped with very hi-tech radar
system GCA - 2000 the APPROACH can help
the pilot and provides the landing in very bad
meteorological conditions like visibility lower
than 2km and cloud base lower than 600ft.
FLIGHT INFORMATION SERVICE

The FIS provides aeronautical information essential


for the safety, regularity and efficiency of air
navigation and relative to the route stages originating
at the aerodrome shall be made available to flight
operations personnel and flight crews. The FIS
submits the filled flight plans to Flight Coordination
and Planning Center in SOFIA and provides the
usage of designated TSAs ( Temporarily Segregated
Areas ), TMA ( Terminal areas ) and CTR ( Control
zone ).

STANDARDS
Transition Altitude: 2955 m / 9695 feet QNH
Transition Level: Will be given by ATC
Altitude: will be given in feet
Distance: will be given in NM
Altimeter: will be given in mm Hg, or in inches.
Speed: will be given in knots.
Wind speed: will be given in knots.
Cloud base: will be given in feet and metres.
Visibility in metres if below 5,000 metres and in km if
above 5 km.
RADIO COMM FAILURE
Squawk Mode 3/C code 7700 for one minute, then change to
7600 and proceed VMC in accordance with arrival procedures.
Transmit in the blind when over reporting points.
Once in the terminal area fly aircraft along the dead side of
landing runway, 1,000 feet above the field elevation, rocking
wings until reaching end of the runway.
Turn to downwind and check the TWR for light signals
(Green Flare Clearance to Land) on base leg and final
approach.
