Magna Carta of Women

RA 9710 (2009)
What is it?
Literally means Great Charter
A document constituting a fundamental guarantee of
rights and privileges
The Magna Carta of Women is a comprehensive
womens human rights law that seeks to eliminate
discrimination against women by recognizing, protecting,
fulfilling and promoting the rights of Filipino women,
especially those in marginalized sector.
What is discrimination against
women?
refers to any gender-based distinction,
exclusion, or restriction which has the
effect or purpose of impairing or nullifying
the recognition, enjoyment, or exercise by women,
irrespective of their marital status, on a basis of equality
of men and women, of human rights and fundamental
freedoms in the political, economic, social, cultural, civil,
or any other field
Women are the stronger sex

According to the World Economic Forums
Global Gender Gap Report 2016, the
Philippines is ranked 7th (out of 144) most
gender-equal society, 1st in the Asia-
Pacific Region
However
1/5 has experienced physical violence since age 15
6% experienced sexual violence
1/4 experience abuse from husbands
Only 30% sought assistance
1/10 accused of unfaithfulness by husbands

Discussions on the Magna Carta of Women started in
2002 during the 12th Congress
Two House Bills: Magna Carta for Women and Magna
Carta of Women in Rural Development
These were merged into one Bill
PGMA included in in her priority bills

Philippine Commission on
Women
The MCW is not a self-executing law.
The PCW, formerly National Commission on the Role of
Filipino Women signed the IRR on March 30 2010
Established on January 7, 1975 as an advisory body to
the President and the Cabinet
It is mandated "to review, evaluate, and recommend
measures, including priorities to ensure the full
integration of women for economic, social and cultural
development
