Reasons for delay in the work.
1) GAD approval from Metro Cell received after 88 days from submission.
a) GAD submitted by contractor 10th Feb-2014
b) Date of Approval GAD 9th May-2014

2) Traffic Authority has given traffic diversion approval late due to following
reasons.
- Parliamentary Elections held in May-2014.
- Monsoon Season 2014.
a) Date of request for traffic diversion 21st Feb-2014

b) Date of partial traffic diversion approval (Stage-I) - 30th May-2014


(For Utility Shifting only- Stage-I)

c) Date of partial traffic diversion approval (Stage-II) - 25th Sep-2014


(For Akurdi Arm, Nashik Arm and Grade separator half portion - Stage-II)

Traffic authority approved the traffic diversion in phases after 188 Days.

3) MSEDCL had certain internal difficulties about the overall plan of shifting
of utilities , as a result of which finally the shifting arrangement was
approved after 275 days.
Action taken by Client (PCNTDA) to expedite the work

1. Hon. CEO Instructed traffic police to help in traffic diversion to


start rotary portion and Chikhali Arm.
2. Progress review meetings and site visits on regular basis by
Executive Engineer, Dy. Engineer and Sub-Engineer, along with
checks on Quality and testing. In addition Hon. CEO
conducted site inspection and progress review meetings.
3. Special Meeting held at CEO office to discuss only electrical
utility shifting issue.
Action taken by PMC (CVKCPL) to expedite the work

1. Proof checking of drawing and approvals were done on


priority.
2. Site visits of design teams on short notice to mitigate minor
execution problems.
3. Testing of quality control checks done on priority.
Action taken by the contractor to Expedite the work.
The following additional measures have been taken to minimize
delay.

1. Detailed design and drawing : Submission and proof checking


expedited.
2. Centering / staging arrangement : 3 sets of centering and 2 sets of
shuttering material for box girder have been provided.

3. In addition Independent staging and shuttering arrangement is made


available for rotary.

4. Approach of Chikhali Arm : Arm started in spite of space constraint and


local people taken into confidence with help of PMC and PCNTDA.

5. All available fronts opened for working on date : Grade separator,


Nashik Arm, Chikhali Arm, Rotary portion and service road are in
progress.
6 Additional labour force to maintain speed of work is deployed on site.
Major obstruction for speedy completion

1. Along Chikhali Arm :


a) Existing electrical utilities in PCMC area along the
service road causing restriction to traffic diversion.

2. Rotary Structure :
Foundation for RO-P6A cannot be taken up
simultaneously with RO-P6 as traffic diversion is a
constraint.

Action taken to resolve these issues:


Joint meeting held in office of Chief Executive Officer with
MSEDCLs officers for resolving electrical utilities issue and
revised estimate for shifting of electrical utilities prepared and
submitted to MSEDCL for approval.

Kudalwadi Arm - @Ch-330 (LHS) Electrical feeder pillar and transformer in footpath and slip road.
Kudalwadi Arm - @ Ch-475 (LHS) Electrical transformer and feeder pillar on footpath
Kudalwadi Arm - @Ch-482 (LHS) Electrical Feeder pillar on footpath.
Kudalwadi Arm- @Ch- 540 Electrical transformer on footpath
