We do, however, have a dire need to improve our


intelligence, logistics, and communication services.

mobility, and medevac. We need a truly effective
navy to secure our coastlines against fresh infusions
of arms to rebel or fascist forces, and to punish any

the awarding of contracts and the Pre-Qualification, Bids and Awards
Committee (PBAC)

countries and money order service from four to 12 countries

Our priorities are communications, arterial highways, local and
national roads, major bridges, urban highways, and major
water conservation and flood control projects.

For efficiency and continuity, all these should be provided


multiyear funding. We shall also tap private resources under
the build-operate-transfer and similar schemes. To liberalize
the private sectors entry into the transport industry, it will be
necessary to amend the 50-year old public service law.

To live in Metro Manila today is literally a punishmentto


exist with garbage, smog, traffic congestion, flood, and
substandard public services.

Executive Order 219 (issued in 1995) deregulated the air transport industry by
eliminating restrictions on domestic routes and frequencies and government controls
on airfares; establishes the domestic and international civil aviation liberalization policy

Executive Order 185 opened the domestic transport water industry to new operators
(shipping)
Executive Order 477 transfers the Philippine Coastguard to the DOTC
Republic Act 7227, also known as the Bases Conversion Act of 1992, created the Bases
Conversion and Development Authority (BCDA)
implementing arm of the government to accelerate the conversion of the former Clark Military
Reservation into the Clark Special Economic Zone
Republic Act 7924 created Metro Manila Development Authority (MMDA) in 1995 to
handle the deteriorating traffic situation in Metro Manila

provide fixed-link telephone service in underserved parts of the country.
From a waiting period of 8.9 years, this figure dwindled to a mere 2-30 days for a
business line and 14- 385 days for a residential line

so was the development of aircraft movement areas, terminal buildings and air

NAIA International Passenger Terminal 3 started construction and the modernization
of 18 airports under the Air Navigation Facility Project was completed

nationwide network in the Philippines linking more than 10 of the nation's
major cities with over 2,200 kilometers of high capacity fiber optic cable
which can make telecommunication services more efficient
