Flare operates at atmospheric condition where the supplied gas
came from gas boot when the pressures reach above 7 psig and from
compression system during upset condition. The KOD drum is installed to
collect the condense liquid and sent to Compressed Oil & Gas (COG), and
Fluids from COG will be pumped to production line while the gas flow
thru flare stack.
Flare stack equipped with seal drum which is used as prevention
when flash back occurred.

The vents stack process gas from each Wash Tank, Shipping
Tank, Clarifier Tank, Surge Tank, and Recycle Tank when the pressures
reach above 2 WC. Vent stack equipped with seal drum which used as
prevention when flash back occurred.
There are two vent stacks available at GS 1 with only one vent stack in
active status.

The discharge pressure of Shipping Pumps is controlled by pressure
control loop. Safeguarding is provided by a fully rated discharge piping system.
During normal operation, only 2 pumps are running and another two on standby
mode. First pump will be started automatically at normal level of shipping tank. In
the event of shipping tank level keep on increasing, LSH T-0402 will start stand by
pump automatically. The standby pump will be stopped at normal level.

Oily Fluids from clarifier tank will flow to recycle tank, there are two
available recycle tank, however only 1 tank currently active T-0502.

Recycle Pump will Pumping oily fluid from recycle tank to header wash
tank for de oiling separation process.

Water Injection Pump (WIP) Process and Safeguarding
WIP receive the fluid from surge tank and pumped to injection system.
Most of WIP are already equipped by individual control valve. Push start and off
button of WIP are available in control room and monitor in MMI. Each WIP is
equipped by vibration and temperature indicator which trigger the pump shut
off when it reaches setting point.

EXECUTIVE SUMMARY
This study is part of Detailed Optimization Review (DOR) recommendation that conducted
in January 2017.

The objectives of the Minas Gas Compressor Feasibility Study are to ensure continues
Flaring and Venting at gas Minas Gathering Stations (GS) met Environmental Performance
Standard (EPS) requirement and to assess the economics of associated gas plant operation.

According to 2015 SMO EPS Taskforce Report, there were three (3) GS in Minas area that
identified not meet EPS criteria. Those three (3) GS were GS-3, GS-4 and GS-6 while others
were in compliance with EPS.

The fact that the gas quality of associated process from Minas GS is below turbine
requirement.

During review period, reviewer team found the gas facilities were operated inefficiently
due to:
1. Oversized Gas compressors
2. At some GS, produce gas from gas compressor outlet is flared instead of transported to
Minas Gas Turbine (MGT) line due to line pressure limitation (pipeline integrity impact to
MAWP (Maximum Allowable Working Pressure).
3. Unable to utilize own produced gas as fuel gas compressor due to low heating value.
Recommendation
Reviewer team recommend the following actions :

GS-3 Keep operating gas compressor.

GS-4 Not viable to operate current gas compressor. Have smaller and low cost one as replacement otherwise report for flaring
exception.

GS-5 Keep operating gas compressor, standby CBE one.

GS-6 Not viable to operate current gas compressor. Have smaller and low cost one as replacement otherwise report for flaring
exception.

General - Improve gas quality by adding H2S or CO2 removal process prior to delivery to MGT line.

- Implement consistent condensate calculation by including shrinkage factor and using NBS meter as allocation
reference

- Repair identified corrosive pipeline.


Opportunity Statement
To find the best tradeoff for Minas Associated Gas Plant Operation to meet EPS
compliance requirement by re-activating gas compressor in Minas GS-3/4/6 or
optimize associated gas recovery by replacing gas compressor with improved flare
cooling operation system.

2015 EPS Taskforce Report


Chevron operating facility with continuous flaring and venting shall meet Environmental
Performance Standard (EPS). The exception will be allowed for:
Onshore flaring of associated gas volumes less than 50,000 standard cubic feet per day (50
MSCFD) per flare point.
Flaring and venting of non-hydrocarbon streams (e.g. streams which are
<50 mole % hydrocarbons on average)
Solution
The solution to this problem is to turn off the compressor on GS-3 and GS-6, according to
Technical opinion. We are interested in disabling compressors on GS-3 and GS-6 because there
are only 2 ways to solve this problems:
1. Turning off the compressor (leaving the hydrocarbon gas burning in Flare instead of
compressed to get dollars because the compressor's inlet flow is below the compressor's
operating range itself and will lose due to the cost to operate the engine (fuel gas) while the
profit from compressing the hydrocarbon gas is not greater than the cost for fuel gas).
2. Building Plan of H2S removal and CO2 removal (to build Plan of H2S removal and CO2 removal
needs high cost, and certainly not economical in the calculation of Econimic business).
Our suggestion for the operation of gas compressors in GS-3 and 6 is to turn off gas
compressors. If in 2021 PT. CPI is allowed to continue the contract in Indonesia, then Plan H2S
removal and CO2 removal are built.
