PS Attach Success Rate Issue Analysis

Executive Summary
Issue:
PS Attach Success Rate degrades in ZTE RNC RNLK02 (RNC ID 16) due to increase of authentication failure in April’17. Other ZTE RNC (RNC ID 15) KPI was OK

RNC ID 15,16 belong to ZTE,

7 & 8 are NSN RNC

ZTE Findings & Solution:

• Top Problematic SIMs are the root causes of the high authentication failure in Khulna region. They are making constant Iu PS attach request as an infinite
loop, but those UE don’t respond when authentication is sent to those UE from SGSN.

• Count of these PS attach failures is different in NSN and ZTE.

• In ZTE all the attach failures are counted as authentication failures (considered in PS attach Success rate formula)
• But in NSN these attach failure is divided into 2 categories - authentication failure (considered in PS attach SR formula) and normal release (not
counted in PS attach SR formula) although they were the same failures but converted to different failure category by a unique timer value in NSN RNC
(which sends normal release to SGSN after expiry of the timer).

• In order to solve this problem ZTE proposed 2 solutions:

• Replace the problematic SIM (list provided to customer)
• Another solution to change one timer value in SGSN which would reduce the PS attach attempt from problematic SIMs.

ZTE NSN

• In ZTE RNC this problematic IMSI is making Iu PS attach request but does not respond when authentication & ciphering is
requested. This process goes on as an infinite loop.

• In NSN network, this failure is also repetitive loop same as ZTE but here RNC sent IU RELAEASE REQUEST to SGSN after 2/3 no
response of authentication from UE, So failures are divided into 2 categories- no response of authentication and normal Iu
release (not counted in the formula).

According statistics of SGSN LOG:

• The attach failure number in NSN RNC network was much more than ZTE network.
• In NSN RNC network, most of failure cause is USN_MM_IU_RELEASE_ATTACH_WAIT_SEC_AUTH_RSP, and this value is very huge.
• In ZTE RNC network, most of failure cause is USN_MM_SEC_WAIT_AUTHRSP_TIMEOUT

Comparison of Attach failure numbers of SGSN KPI and LOG at the same time:
• NSN network Attach failure times_LOG >> Attach failure times_KPI.
• ZTE network Attach failure times_LOG = Attach failure times_KPI.
• The attach success rate of ZTE RNC is normal if excluding PS Attach failure reason counting >=50 times frequency/day of
those Problematic Sim.
