2) Detours shall be provided with detour signs


conspicuous to the motorists and the public.

3) Excavations, diggings and manholes shall be


covered and substituted with pedestrian
footpaths made of precast concrete planks

obstruction of any kind and likewise illuminated
at night in accordance with existing pertinent
ordinances and other regulations.

The implementation of the TMP shall be at


the expense of the Contractor. The
payment shall be subsidiary to all affected

In compliance with Section 17 of DOLE DO 13:

The implementation of construction safety shall


be considered in all stages of project
procurement (design, estimate, and construction)
and its cost shall be integrated to the overall
project cost under Pay Item "SPL- Construction
Safety and Health" as a lump sum amount, to be
quantified in the detailed estimate.

Methodology
a) Construction Safety and Health Program (CSHP)
o Section 5 of DOLE DO13 provides that every construction
project shall have a suitable Construction Safety and
Health Program (CSHP);
o All projects regardless of amount, funding source and
mode of implementation shall comply with the minimum
safety and health requirements;
o CSHP to be submitted as part of the Technical Proposal (1st
Envelope) during the bidding process;
o The winning bidder to submit the CSHP for approval by
DPWH and concurrence of DOLE-BWC.

Components of CSHP:

a) composition of the Safety and Health personnel responsible for the proper
implementation of CSHP;

b) specific safety policies which shall be undertaken in the construction site,


including frequency of and persons responsible for conducting toolbox and
gang meetings;

c) penalties and sanctions for violations of the Construction Safety and Health
Program;

d) frequency, content and persons responsible for orienting, instructing and


training all workers at the site with regard to the Construction Safety and
Health Program which they operate; and

e) the manner of disposing waste arising from the construction.

every construction project with 100 and

Conforming to Rule 1960, OSHS, depending
on the total number of personnel assigned
at the project site:

c. Personal Protective Equipment (PPE)

Every employer shall, at his own expense, furnish his workers


with protective equipment.

o Basic PPEs for general construction works – safety helmet,


safety gloves, safety shoes;

o Specialty PPEs in addition to basic PPEs as the work or


activity requires.

d. Construction Safety Signages and Barriers

Shall be provided as a precaution and to advice the workers


and the general public of the hazards existing in the worksite

o Comply with DC No. 9, s2004 – Road Works Safety Manual;

o Signages should be regularly inspected and maintained in


good condition. Signages that are damaged or illegible or
that no longer apply should be removed and replaced by
the safety officer, as needed.

e. Facilities

to ensure humane working conditions;

a. adequate supply of safe drinking water;


b. adequate sanitary and washing facilities;
c. suitable living accommodation for workers, and as
may be applicable, for their families; and
d. separate sanitary, washing and sleeping facilities for
men and women workers.

f. Safety and Health Training

Section 13 of DOLE D.O. No. 13 requires that the


contractor shall provide continuing construction
safety and health training to all technical personnel
under his employ.

This manual shall be used as the official

works and environments.

• For road safety concerns, no open
excavations, nor diggings, nor open holes for
scheduled pothole patching, drainage
projects, road construction / repair and
maintenance works should be left without
temporary covers within the day such
excavations/diggings are made, i.e. steel
plates should be safely placed over
excavations/diggings, to provide a smooth,
albeit temporary riding surface.

• To avoid unnecessary delay in the processing
of CSHP applications filed with the DOLE by
contractors engaged in public works and to
ensure efficiency and transparency in the
processing of public documents submitted,
CSHP applications initially approved by the
DPWH shall be considered as approved if it
remains unacted upon on the sixth (6th) day
following the prescribed process cycle time
of 5 working days from the date of
submission of the complete documents.

Provisions under the DPWH Standard Specifications
for Public Works and Highways, 1988 Edition (Blue
Book), Volume I ( Requirements and Conditions of
Contracts), Part 1 ( Legal Relations and Responsibility
to the Public):

Clause 75 (Public Convenience and Safety). xxx" The


Contractor will provide, erect and maintain at his own cost
all necessary barricades, suitable and sufficient lights,
danger signals, signs and other traffic control devices, and
shall take all necessary precautions for the protection of
the Works and Safety of the Public"; and

Clause 76 (5) ( Maintenance of Traffic) xxx " The


Contractor shall bear all expenses of maintaining traffic
over the section of existing road undergoing .improvement
and of constructing and maintaining such approaches,
crossings, intersections and other features as may be
necessary without direct compensation.

These provisions are already considered as
amended/modified with the issuances
of the following Department Orders, allowing the
inclusion of Traffic Management as a pay
item in the ABC for Roads and Bridge Projects;

D.O. 56 series of 2005- Under Item 4c-Signages and


Barricades- For general signages and barricades not
included in specific pay item of work but necessary for
promoting safety in and around the construction site, the
quantity and cost shall be a separate pay item and
included in the overall cost of safety and health (SPL).

D.O. 36, series of 2007- This D.O. specifically provides the


inclusion of such safety
items in the engineering design, program of work,
estimates, budget and bidding and
contract documents of aforesaid projects.
