Pursuant to Section 16 of Republic Act No.
4226 otherwise known as Hospital Licensure Act, “The licensing agency shall study and adopt a system classifying hospitals in the Philippines as to: 1. General or special 2. Service capabilities 3. Size or bed capacity 4. Classification of hospital whether training or not. RATIONALE/ BACKGROUND
A new classification of hospitals & other health
facilities becomes inevitable in compliance with statutory requirements and the emergence of new health facilities.
The move aims to:
• upgrade the services offered in health facilities • come up with a more homogeneous category for health facilities with similar services RATIONALE/ BACKGROUND

facilities will simplify licensing systems and processes and make the regulatory scheme more effective and efficient.

A birthing facility shall be managed
and supervised by any of the following healthcare professional(s) who have complied with the minimum and valid licensing requirements. 1.Physician,Obstetrician-Gynecologist, Pediatrician, Family Medicine Physician, MHO or GP 2. Midwife GENERAL GUIDELINES
Every birth must be attended by skilled
birth attendants pursuant to AD. No. 2008 — 0029 Section III, 3. . Every staff of the birthing home, including its affiliate specialists shall advocate and adhere to DOH policies and standards on maternal and child health care SPECIFIC GUIDELINES
The midwife shall possess, but not
limited to, the following requirements: •A valid PRC license; •A valid PhilHealth ID or •Certificate as Engaged Professional Health Care Provider;
