PEMRAS MANDATE
• Improve the standards of information, education and entertainment.

• Enlarge the choice available to the people of Pakistan in the media.

• Facilitate the devolution of responsibility and power to the grass


roots..

• Ensure accountability, transparency and good governance by


optimization the free flow of information.

REQUIRMENTS
• It must be a company or a body corporate, incorporated in Pakistan with
SECP and not an individual

• Should not be recipient of funds from a foreign government or organization

• Should not Members/Directory Shareholder who are not citizens of


Pakistan or resident in Pakistan.

• Should not include a person or persons who already own or operate, as


sole or joint shareholders, any other broadcast station, printed newspaper .

CATEGORIES OF LICENSE
• International and National scale stations.

• Provincial scale broadcast.

• Local Area or Community based TV or Radio broadcasting.

• Distribution services and Up linking facilities including Teleporting and


DSNG’s.

Terms & Conditions
• License is obtained through bidding.

• Ensure sovereignty and security of Islamic Republic of Pakistan.

• Preservation of national, cultural, religious and social values of the nation


are to be ensured.

• Ensuring that any act of violence, terrorism, racial, ethnic or religious


discrimination, vulgarity are not broadcasted.

Terms & Conditions
• Broadcast programs in public interest.

• Broadcast not exceeding 10% of the total duration in 24-Hrs.

• Comply with the codes of programs approved by the authorities.

• No violation of copy right.

Terms & Conditions
• Obtain NOC from authority before import of any transmitting apparatus for
broadcasting or distribution.

• Not to sell, transfer or assign any of the rights without permission of the
Authority.

License, Application, Issuance & Validity
• A person who is not a citizen of Pakistan.

• A foreign company under foreign Law.

• A company whose major share holders are foreigners.

• Any person funded or sponsored by a foreign government.

Council Of Complaints
• At Islamabad, provincial capitals and specific places.

• Chairperson and 5 members of whom 2 should be women.

• Power to summon a licensee against any complaint.

• Recommend punishment to the authority.

Suspension of license, Offenses & Penalties
• Failed to pay any fee (Suspend).

• Failed to comply with any condition of license.

• A company transferring its major shares.

• Violation of provision shall be punished with fine of Rs up to 10


Million.

• Repetitions of any violation may be penalized up to 3yrs in prison
along with fine.

• Damaging and theft may be penalized by 4yrs of prison
