Promote cleanliness in coastal and inland waterways,
esteros, creeks, public places, parks, schools, churches,
public and private establishments and all other areas
nationwide.

Mobilize all local government units (LGUs) in the


country for a one-day clean-up with the participation
of all sectors in the society.

Strengthen the implementation of Republic Act 9003.


LEGAL BASIS
Proclamation No. 244, S. 1993 signed by then President Fidel
V. Ramos, entitled “Declaring September of Every Year as
National Clean-Up Month and the 17th to the 23rd of
September of Each Year as the World Clean and Green
Week”

IV. COMPONENTS OF THE PROGRAM
A. ORGANIZATIONAL MEETINGS

Organizational meetings and/or a waste


management summits shall be convened with all
LGUs, DENR, DILG, Regional Ecology Center (REC)
members, DPWH, private sector groups, schools,
churches and other civil society organizations at the
central, regional and provincial/city/municipal levels.
At the Regional Level

A Regional level Cleanup Committee shall be


organized and tasked to mobilize all Provinces, Cities
and Municipalities, Barangays, Estero Partners,
Environmentally Sustainable Cities (ESCs), Schools,
Industries, Sanitary Landfill Operators, and other
partners for the Cleanup. The DENR RD shall serve as
the Chair and EMB RD as Co-chair. The EMB-SWM
Section shall be the Secretariat for meetings.
1. DENR – Overall-in-charge of the Cleanup at
the Regional Level. Both the Chair and Co-
Chair of the activity shall ensure that all
volunteer/participants are pre-registered.

The EMB-SWM Section shall monitor if all


participants have consolidated and
properly uploaded their data from the Urban
and Rural Areas.
Regional Ecology Center (REC) Members shall
join the PEMUs, PENROs,
Provincial Governments-ENROs, and the Provincial
DILG at the Provincial Level. Each REC member
shall be assigned to one province and shall
monitor if all cities and municipalities in that
province are registered and have committed the
participation of all its barangays.
2. DILG – To direct Provincial and Municipal
DILG Officers to enjoin all Cities and
Municipalities to organize all barangays for
the Cleanup;
MENROs and City ENROs shall:

 Serve as the focal persons in their respective LGUs and shall be


responsible for consolidating and uploading of data gathered by
their respective barangays, by weight and by waste composition,
and length/distance of road (in kilometers) or area
(square meters or hectares) cleaned through the same link above.
Ensure and monitor that all Cities and Municipalities have
uploaded all data collected, by barangay, with the required
information in the reporting system provided in the link.
3. DepED – To enjoin their schools to
participate in the Cleanup by registering
through the Basura Patrol Program facebook
page with their respective schools and
immediate vicinities as their sites for cleanup
and uploading the data on waste collected
on the same page with all the required
information.
4. EMB Estero Focal Person – Together
with the Information Officer of EMB ROs,
coordinate with Linis Estero partners to
conduct their regular cleanup
(including all preparatory and post
clean-up activities) coinciding with the
national activity.
5. DPWH – Provide equipment and transport
support for the cleanup waste. To facilitate
transport of waste to the disposal site, all
cleanup waste shall be brought to a
common site where the dump truck of
DPWH can collect them for disposal.
