country in the World, With 3.9 million
handlooms.
 Second largest Employer industry after
agriculture
 The textile industry constitutes
approximately 14% of country's total
industrial production
Objectives of handloom industry

 To arrange short and long term training programmes on weaving,


dyeing, designing, printing of handloom fabrics
 To undertake, aid, promote and co-ordinate research and
development activities on all aspects of handloom industry
 To publish research papers, books and periodicals and undertake
and assist in the organization of conferences, seminars, workshops
and lectures in matters connected with the above
 To establish and maintain libraries including
Fabric/screens/blocks/literature etc..
 To provide laboratory facilities for testing, raw materials,
consumables and finished goods etc.
 To conduct short term courses on management, productivity, allied
subjects etc. for the benefit of the managerial persons and
supervisory staff employed in the Handloom Industry
CURRENT SITUATION

Domestic textile and clothing sales touched US $30


billion in the last fiscal and shipments from the
sector reached $21 billion, both when toted up,
command a eye catching figure of $51 billion. But as
sectoral analysts had predicted, the combined figures
are set to fall by 2-3 percent in the current fiscal
Exports are expected to dip by 3 percent, when
compared to figures of the last fiscal, while domestic
sales are expected, if at all they grow by nominal
rates.

 The Government of India has decided


to continue the Technology
Upgradation Fund Scheme for the
textiles & jute industries for with effect
from 01.11.2007 upto 31.03.2012
Technology Upgradation Fund Scheme

 The Scheme will now provide an additional option to the


powerlooms units to avail of 20% Margin Money subsidy
under TUFS in lieu of 5% interest reimbursement on
investment in TUF compatible specified machinery
subject to a capital ceiling of Rs. 200 lakh and ceiling on
margin money subsidy Rs.20 lakh. A minimum of 15%
equity contribution from beneficiaries will be ensured.

 The Scheme will provide 25% capital subsidy on


purchase of the new machinery and equipments for the
pre-loom & post-loom operations, handlooms/up-
gradation of handlooms and testing & Quality Control
equipments, for handloom production units.

subsidy/capital subsidy/Margin Money
subsidy on the basic value of the machineries
and exclude the tax component for the
purpose of valuation in view of the decision
for non-subsidizing the taxes.

MARKETING COMPLEXES
 To market Handloom products produced by Weavers Co-
operative Societies, a State level Apex-Marketing Co-
operative Society, "Co-optex" has been established. Co-
optex has wide network of show rooms in and outside of
Tamil Nadu. Further, as part of Market promotion
strategy with an inbuilt objective to provide continuous
employment to the Weavers, Marketing Complexes have
been set up in the following places by the Department of
Handlooms and Textiles.
