Unit: Adult Protective Services
The mission of the Department of Social Services in
Hoke County is to provide, along with other state and
local agencies, services to every citizen of this
county to the fullest extent of all policies and
regulations.

Specifically, the Adult Protective Services unit works
to promote the independence and enhance the
dignity of North Carolina’s older adults, persons with
disabilities and their families through a community-
based system of opportunities, services, benefits
and protections.

These are the principles of the Hoke County Adult Protective Services, as
listed by the APS manual:
1.The Right To Self-Determination is a Basic Tenet of APS
2.Clients Should be Treated With Honesty, Caring and Respect
3.The Least Restrictive Alternative Should Be Used Whenever Possible.
4.Give Highest Priority to the Family and Other Informal Support Systems as
5.Resources When Appropriate
6.Inadequate or Inappropriate Intervention Can be More Harmful Than None
At All.
7.Protection Of Disabled Adults Is a Shared Community Responsibility
8.The Emphasis In APS Is Always On The Need For Protective Services
Rather Than Investigation Of Incidents
9.The Client’s Confidentiality And Right To Privacy Should Always Be
Respected

The DHHS has its origins in the former North Carolina
Department of Human Resources (DHR).
The Division of Public Health, an original part of the
department, was taken out of the DHR and transferred back
between 1989-1997, but with the agency renamed as the
Department of Health and Human Services.
Department of Social Services is a division of DHHS.

Those who are in need of Adult Services may
include:
* Aging or Older Adults
* Adults with disabilities
* Individuals subject to abuse, neglect, or
exploitation.
* Impaired adults with insufficient caregiver
availability or rendered incompetent by the court.

Adult Protective Services are aware that adults with disabilities may be
vulnerable to abuse, neglect and exploitation. Going forward Hoke
County departments of social services will continue to receive and
evaluate reports to determine whether disabled adults are in need of
protective services.
APS will protect adults by:
* Receiving reports and evaluating the need for protective services
* Planning with the disabled adult, family or caregiver to identify and
prevent abuse, neglect or exploitation
* Reporting evidence of mistreatment to the District Attorney and
various regulatory agencies
* Initiating court action as necessary to protect the adult
* Mobilizing essential services on behalf of the disabled adult
* Disabled adults reported to be abused, neglected or exploited and in
need of protective services are eligible to receive this service
regardless of income.
