 The Philippines is faced with the challenges of sustaining adoption to the


use of ICT when it comes to delivering services to its citizenry.
The SMART-CMS Proposal

 The SMART-CMS solution is a central hive of tools which could be utilized by


SBMA for simplifying cumbersome process, reducing contact between the
cutting edge functionaries and the constituents, enhancing accountability
and transparency and providing one stop shop delivery for a variety of
services.

 Monitoring Systems. SBMA’s Labor Center has a ready pool of skilled workers for
locators seeking recruitment assistance for its manpower requirements. It also
issues certificates of accreditation to service providers of manpower, security,
janitorial/messengerial and some port-related services. Passes and permits are
also endorsed by this office to facilitate entry/exit of investors, workers of its
contractors/subcontractors, and work permits of foreign employees in the
company. The Office Services Department issues passes (Paper Pass,
Laminated ID, and Computerized ID) to all individuals regularly entering the
Freeport.

 Public Safety Systems. These systems will automate the workflow for SBMA’s Public
Health and Safety Department and SBMA Transportation and Communications
Department. The Public Health and Safety Department monitors sanitation of the
locators’ vicinity and health of its employees based on the Occupational Safety and
Health Standards, and the Code on Sanitation of the Philippines. Sanitary inspections
for all phases (pre-operational, annual, and post-operational) are conducted by the
department to ensure that all health and safety standards are followed particularly
by operators of restaurants, canteens, catering services, food kiosks, health and
wellness clubs, swimming pools, salons, laundry shops, convenience stores and water
refilling stations. The SBMA Transportation and Communications Department issues
vehicle decals, transportation accreditation, and admission of duty-free and tax-
exempt motor vehicles. Public transport and shuttle service operations within the
Freeport are also regulated and monitored by this department.

 Business Processes. These systems automates the Business and Investment Departments
(BIDs) and the Transportation and Maintenance Department processes. Prospective
Investors and SBF Locators are assisted by account officers/managers from the Business
and Investment Departments (BIDs) in registering their businesses while Property Audit and
Maintenance which mainly refers to grass cutting and trimming, building
maintenance/repair, and solid waste management activities are monitored by the
Transportation and Maintenance Department.

 Public Wi-Fi Connectivity Infrastructure. Notio will provide SBMA with an


efficient and reliable public WiFi infrastructure to ensure low-cost data
connectivity to its constituents.
 Data Analytics and Warehousing. Data from all the systems and subsystems
will be warehoused and will be utilized to create reports that will help the
SBMA government to make intelligent decisions.
