Executive Order No. 9 - Strengthening the office of Cabinet
secretary, enhancing its powers and functions, providing for
its support staff and for its other purposes.

SECTION 2. Office of Participatory Governance (OPG). The


OPG shall promote active citizenship, inclusiveness,
transparency, and accountability in governance. It shall
strive to achieve these goals by engaging the different
sectors and stakeholders to directly participate in
governance and nation-building.

The OPG shall perform the following functions:


a. Promote and ensure the direct participation of various
stakeholders in the crafting and formulation of policies and
programs to address concerns at the grassroots level;
b. Initiate programs and projects that will facilitate citizen
empowerment and participation in governance at the national,
regional, and local levels; and
c. Perform such other functions as may be necessary to achieve the
above stated goals of the OPG as directed by the Cabinet Secretary.

korapsyon, krimen at
iligal na droga.
Ano ang Kilusang Pagbabago?
 Ito ay kongkretong ekspresyon o
pagpapahayag ng pagnanais at interes ng
mamamayan na suportahan ang adyenda ng
pagbabago ng Pamahalaang Duterte at
maganap ito sa ating bayan tungo sa
mapayapa, ligtas, at maunlad na Pilipinas
sa ilalim ng pederal na porma ng
gobyernong walang bahid ng korapsyon.
Ano ang Kilusang Pagbabago?
 Isang pagkilos at mekanismo upang bigyan ng
kapangyarihan at oportunidad ang mamamayang
Pilipino na maging aktibo sa pagbubuo ng ating
bayan (nation-building)
i) para lubos ang kanilang paggamit at pagganap ng
mga kalayaang sibil sa ilalim ng batas;
ii) aktibong lumahok sa mga pulitikal at electoral na
aktibidad labas sa control at impluwensiya ng mga
oligarkiya, mga elitista at tradisyunal na mga pulitiko;
at
iii) Iangat ang kanilang mga kapasidad at gumampan ng
makabuluhang papel sa paggo-gobyerno
(governance) tungo sa pagkamit ng mga benepisyo sa
pagyabong at ekonomiya at pag-unlad ng bansa.
Ano ang Kilusang Pagbabago?
 Isang kilusan na kinabibilangan at nilalahukan ng iba’t-ibang
stakeholders sa lipunan na magsisilbi at magtataguyod sa
kapakanan ng mamamayang Pilipino, lalung-lalo na ang nga
mahihirap at yaong mga napagkakaitan ng karapatan at pribilehiyo.
 Kaagapay at katambal ng Pamahalaang Duterte sa epektibo at
matibay na pagpapalaganap at pagsapraktika ng participatory
governance, ang makabuluhang partisipasyon ng mamamayan at
pakikipag-kolaborasyon sa iba’t-ibang antas ng paggo-gobyerno
upang tumulong sa pagtiyak na ang mga programa at serbisyo ng
pamahalaan ay sapat, nakakatugon at nasa takdang panahon na
naipaparating sa ating mga komunidad, lalo ang
mga nangangailanga ng mga ito sa grassroots level.
What is KP, the movement?
As a movement, it will rally the broadest possible
constituency (thru numerous people’s organizations,
associations, clubs, cooperatives, networks, federations,
alliances, etc.) willing to voluntarily support the agenda for
true change of the PRRD administration. In this connetion,
a broad KP Platform will be established involving the
various allied organizations and formations (e.g. sectoral,
multi-sectoral, and territorial) with the KP–Core/KPyano
taking the lead (more on this below) at different levels of
territorial coverage (or AORs) from the national, regional,
provincial, municipal and barangays. Sectoral and other
allied organizations can pursue their own specific sectoral
and organizational interests and agenda aligned to the
broader PRRD change agenda.
What is KP, the movement?

Some other guidelines in engaging allies/affiliates


are:
 a) Affiliates must have clear distinction of its
internal activities and those of KP in general,
and must not use the KP in its distinctive intra-
organizational activities without the latter’s
knowledge.
 b) Must not make any activities
inimical to KP.
What is KP, the movement?
 c) Ideally, the broad KP platform must have common
and unified positions on certain issues and policies.
Otherwise, affiliates must not make any anti-PRRD
position in public, though it can express its constructive
feedback (comments and suggestions) on certain
policies thru internal mechanisms of the KP platform.
In pressing circumstances where any KP affiliate shall
decide to express their contrasting positions with some
PRRD policies in public, they shall categorically state
that they are not speaking on behalf of KP, and their
views and positions are theirs alone.
What is KP, the movement?
 KP is not a Political party, nor it is
controlled or influenced by any of it.
Though, it will ally and forge unity
with any political party supporting
PRRD’s change agenda.

ng ating bansa. Pangalagaan at pagsilibihan
ang ating mga mamamayan sa panahon ng
kalamidad, gawa man ng tao

Ligal na personalidad ng KPLOI
 Ang KPLOI ay naka-rehistro sa SEC;
 Ang KP-LOI ay dadaan sa akreditasyon ng mga
ahensya ng pamahalaan kabilang na ang lokal na
pamahalaan upang organisado at lehitimong
makatanggap at maging benepisyaryo ng mga
proyekto at serbisyo ng pamahalaan, at upang
makalahok sa mekanismo ng "participatory
governance" sa lahat ng antas ng pamahalaan
(mula sa barangay hanggang sa nasyonal).
Pagsapi sa KPLOI
 Ang pagsapi sa KPLOI ay nakabatay sa
indibidwal;
 Sino ang maaring maging kasapi ?
 Mamamayang Filipino
 18 taong gulang pataas
 Residente ng barangay ng hindi bababa sa 6
anim na buwan
 May mabuting rekord (good standing)
a komunidad at walang anumang
krimeng kinasangkutan.
Pagsapi sa KPLOI
Ang mga nais maging kasapi ay kinakailangang:
 Magsumite ng application form
 Dumalo sa KP Orientation Seminar
 Ang aplikasyon ay kinakailangang aprubahan ng
lokal na konseho ng KP
 Manumpa sa KP
 Ang mga kabataan sa komunidad na nasa 15 –
18 taong gulang ay maaring i-organisa ang
kanilang mga sarili bilang KP Youth Sector
 Ang mga halal na opisyal ay hindi maaaring
maging regular na kasapi ng KP.
