Warmly remind:
• As MBB booms, Smart phones cause user behavior change and network traffic explosion, whereas air interface/transmission
resource forms a bottleneck. That’s why we need QoS management.

Networking Schema

Warmly remind:
• What described in this article is actually static QoS Differentiation Solution (i.e. User Priority attribute from CN side to UTRAN is
invariable, which is opposite to dynamic QoS control by PCRF in CN side.) as far as stage is concerned (MBB QoS Phase1).

How to decide the QoS of a service?
Warmly remind:
• Almost all current UEs can
not set QoS attributes
based application/service.

UMTS RAN QoS Differentiation Outline
Warmly remind:
• UMTS RAN QoS Differentiation works in the
whole procedure of service, i.e. Camping,
Admission Control and Load Control after
service setup successfully.
• QoS Differentiation works both on the Control
Plane and User Plane.
• As far as CS traffic is concerned, CS Preferential
Flow Control and Admission Control are the
main QoS differentiation means.
• As far as PS traffic bearing on HSPA is concerned,
QoS differentiation consists in the whole
procedure of service; both Control Plane and
User Plane.

Relation Between QoS Differentiation and Intelligent Access Control

Warmly remind:
• QoS Differentiation Admission is part of Intelligent Access Control, mainly in the form of Admission algorithm, Preemption and
Queuing. In fact QoS Differentiation is not a isolated element, a complete QoS Differentiation solution is a E2E procedure.

Integrated Priority considered:

- Traffic Class
High Priority
- Allocation/Retention Priority
- - Priority Level
Priority based - - Pre-emption Capability
Pre-emption - - Pre-emption Vulnerability
- - Queuing Allowed
- Bear Type (R99/HSDPA)
Low Priority
- THP (Traffic Handling Priority)
Pre-emption

If pre-emption fails, then queue

Priority based
queuing

Benefits:
• High priority users can obtain the system resources with high priority in case of resource limitation.

Pre-Emption Algorithm Strategy Overview
Customer SLA Guarantee

Warmly remind:
• Pre-emption algorithm has formed a complete
architecture by the stage of RAN12/RAN13.
• The selection of Pre-emption algorithm in a specified
scene should be implemented according to CN side
users’ priority programming and customer's real
requirements.

Scheduling based on EPF and GBR (QoS Parameter Transfer)
Customer SLA Guarantee

1) Fairness consideration for the

feature of “Scheduling based on
EPF and GBR”
The RNC delivers HappyBR to the
NodeB on the Iub interface.
When NodeB resources are limited,
a user's HS-DSCH scheduling
priority is reduced if the user's HS-
DSCH rate exceeds HappyBR.
Moderately reducing the user's
scheduling priority in this case
leaves more scheduling chances for
users with throughput below their
HBRs.

2) In RAN14, “Scheduling based

on EPF and GBR” is enhanced to
support UE Location based
scheduling, in which more
scheduling preference is offered to
good CQI HSDPA users, so the
whole throughput for single cell is
enhanced.

Benifits:
• Through IP packet resolution and field analysis, RNC identifies the subscribed services and ordinary services.
• RNC improves the priority of subscribed services to obtain resources and shortens the data transmission delay.

QoS Differentiation Evaluation Method (Part1)
Warmly remind:
• The majority effect of QoS Differentiation
strategy (such as HSPA Differentiation
Scheduling, DPI, etc) can be evaluated by
Performance Counter, what you should
remember is that Counters Corresponding
to features must be available .

Huawei Confidential
HISILICON SEMICONDUCTOR
Page 20
QoS Differentiation Evaluation Method (Part2)
Warmly remind:
• Some effect of QoS Differentiation
strategy (such as Admission Control) can’t
be observed by Performance Counter, so
live network function test is the sole way.
• Bad influence of QoS Differentiation
strategy (such as Pre-emption and Queuing)
can be calculated by Performance Counter
indirectly, so essential negotiation with the
customer can’t be omitted ahead of
schedule.

QoS Load Differentiation Application in VDF Spain
Background:
1.VDF Spain 3G network, >6M 3G terminals
2.About 1000 users, around Madrid and Malaga.
3.The trial lasts for 4 weeks and 32% of the users downloaded more than 1GB

Average Throughput per kind of user Impact of QoS activation on Web browsing

Remarks:
1. Significant improvement on average throughput for Gold and Silver users (27% and 10% respectively) at the cost of a
decrease for Bronze class users(-28%)
2. A significant reduction in latency was also obtained for Gold user, in the rage of ~32.44% with respect to QoS differentiation
not applied.
