BACKGROUND
 KAlamidad at Sakuna LAbanan, SAriling Galing ang
Kaligtasan

 Gawad “KALASAG” is the National Disaster Risk Reduction and


Management Council’s (NDRRMC’s) annual recognition scheme in
search for excellence in Disaster Risk Reduction and Management
(DRRM) and humanitarian assistance since 1998.

 It provides the mechanism in obtaining sustained commitment and


support from the highest level of governments by recognizing the
exceptional contributions of various DRM practitioners in rebuilding the
resilience of nations and communities against disaster.

 It also promotes the spirit of volunteerism among agencies and


individuals in providing the much needed help during the response
phase of DRM.

 A total of 120 LDRRMCs, 42 NGOs, 24 individuals and 119


groups/institutions have been awarded.
STRUCTURE AND INSTITUTIONAL ARRANGEMENTS

A. At the National Level, the National Selection


Committee (NSC) is chaired by the Department of
the Interior and Local Government (DILG) and co-
chaired by the Office of Civil Defense (OCD).

B. At the Regional Level, the Regional Selection


Committee (RSC) is chaired by the Regional Office,
OCD and co-chaired by the DILG, Regional Office.

FUNCTIONS
 Coordinate activities for the implementation of the National
assessment and
award system.

 Encourage maximum participation of


organizations/institutions/ individuals in all categories.

 Evaluate regional entries in accordance to the NSC Guidelines


and Criteria.

 Ensure the proper category of every entry.

 Conduct desk evaluation and field validation of regional


entries and
recommend the top one (1) winner of each category to the
Chairman, NSC.

EVALUATION PROCESS
 The Selection Committee and Validating Teams shall
use the criteria and assessment checklists appended in
the Circular.

 All regional nominees should submit ONLY relevant


evidential documents for Desk Validation in
chronological order in accordance to the standard
Checklist per category.

 Regional nominees should have a minimum score


of 80% to be qualified as national nominee for field
validation.

     No  field  validation  for  the  national  level  will  be 


conducted when the score is less than 75%.
To  qualify  as regional winner –     80%

To  qualify for  as nominee for national level –     80%

To  qualify for desk evaluation  (national level)     – 
80%

To qualify for  field validation (national level)   – 75%

To qualify as winner  (post field validation – national 
level)       – 80% 
 After  field  validation,  nominees  shall  have  at  least  a 
minimum score of 80% to merit an award. 

 Each region shall recommend ONLY THE TOP 3 of each


category, with corresponding scores to qualify for the
national level.

 Percentile scoring shall be used in the evaluation of


the Regional and National Nominees. Ranking shall be
used in the identification of the top scorer.

 Those that have garnered a Gawad KALASAG Award


for three (3) consecutive years in the same category
shall be given a Hall of Fame Award.

 The Hall of Fame Awardee may again join the Search


only after three (3) years from receipt of the said
Award.
 During the Desk Evaluation, in case of disagreement
on scores of validators, additional two (2) validators
preferably from those using the same checklist will be
requested to rate for the category. Ranking shall be
used in the identification of the top scorer.
