KOTHARI COMMISSION(1964-1966)

 Kothari commission was set-up in 1964 under the


chairmanship of Dr. D.S. Kothari

 This was the sixth commission in the history of education


commission and was most comprehensive in nature

 It reviewed almost all aspects of the education system without


limiting itself to any one particular aspect, unlike the
commissions that came before and after it

 Apart from 11 Indian members, it had members
from 5 other countries such as USA, U.K, USSR,
France and Japan
Major recommendations
Pre-Primary Education

 State Pre-primary Education Centre should be set up in each


state. It provides supervision and guidance of pre-primary
education at the state level

 The number of pre-primary schools should be increased.

 The private enterprises for opening such schools should be


encouraged

 The programme of pre-primary schools should be flexible and
consists of various types of play, manual and learning
activities accompanied by sensorial education

 Arrangement of training of teachers and refresher course


should be organized for them time to time
Primary Education
 Free and compulsory education(8-14 years)

 Reduction of wastage and stagnation

 The central government should provide financial assistance to


state governments for this purpose

 Primary school should be available within a distance of about


1 k.m. from the home of every child

 Children who do not wish to study further after completion of
primary education should be provided with short vocational
courses of their choice

 Each state and district should be required to prepare a


perspective plan for the development of primary education in
their area

 The education of girls require special attention

 Separate schools should be opened for scheduled castes,


scheduled tribes and backward class children
SECONDARY EDUCATION
 Secondary education should be given on a vocational basis

 Vocational school should be established near the concerned


industries

 Part time and evening classes should be organized

 Emphasis should be placed on establishing residential schools


for girls and scholarships should also be provided for them
Vocational, technical and engineering education

 The standard of engineering education should be raised

 B. Sc. should be minimum qualification for admission to an engineering


college

 A U.G.C. Type organization for technical education with a full time


chairman should be set up

Research in Science education

 The qualification for Ph.D. degree should be upgraded

 Research scholar should be given stipends

 UGC should allocate separate funds for research purpose

 Work experience, social service and health education


Higher Primary Stage (class V-VIII)

 Two languages(1. mother-tongue or regional language and

2. Hindi or English)

 Art

 Physical Education and

 Education in moral and spiritual values

Lower Secondary Stage(Class IX-X)

 Three languages
Text-Books

 A comprehensive programme of text-book production at the


national level should be implemented by NCERT

 The ministry of education should take steps by establishing an


autonomous committee to workout for the production of text-
books

 Intensive and continuous efforts are necessary to raise the
economic, social and professional status of teacher

 Talented young persons should be should be encouraged to


get into the teacher’s profession

 The employment of women teachers should be encouraged

 Remuneration of teachers should be increased

 The conditions of work in educational institutions should be


such as to enable teachers to function at their higher level of
efficiency
