FREIGHT NON-COMPLIANCE IN LONDON – Issues of Concern

 Over half of vehicles operating in London are committing some type of offence.
 Nationally 25% of vehicles are operating with a potentially dangerous roadworthiness
defect
 Data indicates that different industries have different compliance issues
 Drivers Hours offences are the most commonly detected
 Offenders consider the possibility of being caught to be low. Fixed Penalty Notices are
not seen to be an effective deterrent
 Restricted Operator Licence holders are perceived to be more non-compliant

 UK’s first and only multi-partner unit dedicated to freight
enforcement
 Made up of officers and staff from the MPS, CoLP and DVSA
with a direct link to the CoLP
 Access to all relevant Police and DVSA systems and

 Facilitates greater use of ANPR
 FCU closes the previous intelligence gap
 Facilitation of shared tasking activity

Summary

 London faces a series of challenges which can only be met by working


closely together
 HGVs are over-represented in collisions, air quality issues and the causes
of congestion
 Enforcement prior to the development of LFEP was disjointed with
intelligence gaps and duplication in activity
 LFEP allows us to better focus our activity on the most dangerous and
non-compliant operators
 Shared intelligence is key
 We seek to continually improve our activities
