PROGRAM (APDRP)
Background:

 ‘Accelerated Power Development and Reform Program (APDRP)’ was launched by


Ministry of Power (MOP), in 2002-03 as Additional Central Assistance Scheme to
States for reducing the Aggregate Technical and Commercial (AT&C) losses in the
power sector and improving the quality and reliability of power supply.
 Under the ‘Accelerated Power Development and Reform Program
(APDRP)’ , various schemes for twelve circles were sanctioned.
 These schemes were focused on “ Improvement of Sub-Transmission and
Distribution System for reduction of energy losses in the system and introduction
of State-of-Art Technology in Power System & Information Technology for
increasing the operational efficiency in the Boards with a view to make them
financially viable.

Background:
 HPSEBL decided to computerize various activities
including billing, cash collection, customer relationship
management(CRM), customer complaint handling system,
energy auditing/accounting and load flow and network
analysis system under the Accelerated Power
Development And Reform Program (APDRP).
 Whole project was referred as Computerized Billing
and Energy Accounting Package (IT Package).

Brief Scope of the Work


 Setting up of the hardware infrastructure including
Local/Wide Area Networking.
 Design & customization of the off-the-shelf software with
complete system integration and deployment at different
locations of HPSEBL.
 Maintenance of the total system for one year during
warrantee period and then annual maintenance for three
years and imparting training to employees of HPSEBL.

Award of Contract and subsequent amendments:


 The award was placed on M/S HCL Infosystems Noida on
27/06/2006 for an amount of Rs 23,38,76,700
 It was subsequently amended on 09/12/2009 for an
amount of Rs. 30,50,70,851 due to change in BoQ.

Financial Implication and funding arrangement:

 After short closing of APDRP in February 2009 at


Rs 2.75 Cr, the balance funding of Rs 27.75 Cr was
proposed to be covered through “Comprehensive IT
Scheme of HPSEB” through REC.

Completion Schedule :
The brief scope of IT package implementation in HPSEB was divided in
three parts .
 Part-1: Pilot implementation in 10 Sub-Divisions, two divisions
under Shimla operation Circle & at Data Center in Kumar House
along with setting up 12 seater call center and cash
collection/customer service center infrastructure at Shimla, within 9
months.
 Part-2: Rollover Implementation in 122 Sub-Divisions, 22 Divisions
under remaining 11 operation Circles of HPSEB Ltd. within 12
months.
 Part-3:Annual maintenance contract (AMC) for three years.

Latest Status:

 Pilot locations of Shimla circle were computerized under Part-1 of the


project in 2008-09.
 122 locations under Part-2 of the project were computerized in 2011-12.
 After AMC of three years under original contract, subsequent AMC was
also awarded to M/S HCLI Ltd. for APDRP project.
 AMC for Part-1 locations, for a period of April, 2018 to March,2019
amounting to Rs. 82,93,433 has also been awarded to M/S HCLI Ltd.
 AMC for Part-2 locations, for a period of January, 2018 to December,2018
amounting to Rs. 3,13,03,860 has also been awarded to M/S HCLI Ltd.

Future Scope:

 HPSEBL has started migration/roll out of SAP based ISU


billing system at all locations of HPSEBL and is scheduled
to be completed by March, 2019.

 Remaining 32 locations under HCLI billing system are


scheduled to be migrated to SAP based ISU billing system
in the month of December, 2018.
