IN THE FIRST YEAR, THE ACADEMIC YEAR 2018/2019,
AT THE FACULTY OF MEDICINE – THE ENGLISH TEACHING MODULE

THE ENROLLMENT FOR THE STUDIES FOR A BACHELOR’S DEGREE


IN ENGLISH IS ONLY FOR THE FIRST YEAR OF STUDIES

■ The own methodology of the University of Medicine and Pharmacy „Carol Davila” Bucharest was drawn up
according to:
The provisions of the National Education Law no. 1/2011;OMEN 3473 / 17.03.2017;
The regulation regarding the professional activity of students.
■ For this programme, Romanian citizens, citizens from the E.U. countries, the European Economic Area (E.E.A.)
and the Swiss Confederation and foreign citizens from non-E.U. countries can apply for enrollment for studies for a
Bachelor’s degree.
■ The minimum condition for application is the graduation of an accredited high school in the country of origin, the
diploma awarded allowing access to academic studies in the respective country and being recognized by the Ministry of
National Education (MNE) in Romania.
■ The enrollment is subject to the observance of the legal provisions regarding the necessary minimum criteria for
attending academic studies, as well as of the legislative provisions concerning residence in Romania during the studies.
■ Each year, the University Senate shall decide, with the approval of the ministry, the maximum number of seats
available. For the first year 2018/2019 - 300 seats have been approved. (university site

■ All the candidates, with no exception, shall take the English test.
■ THE STUDIES ARE BASED ON A TUITION FEE;
■ THE ENGLISH EXAMINATION FOR THE ADMISSION IN THE FIRST YEAR – 2018/2019
SHALL TAKE PLACE AT THE DISCIPLINE OF FOREIGN LANGUAGES ON 25 September
2018;
■ The grades are given from 1 to 10, the minimum passing grade being 5.00 (five).
■ THE ENROLLMENT IN THE FIRST YEAR – 2018/2019 SHALL BE MADE IN THE
DECREASING ORDER OF THE GRADE POINT AVERAGE OBTAINED AT THE WRITTEN
ENGLISH EXAMINATION, WITHIN THE LIMIT OF THE NUMBER OF SEATS APPROVED BY
THE UNIVERSITY SENATE.
The documents required for obtaining the Letter of Acceptance:

■ ALL THE DOCUMENTS SHALL BE SUBMITTED IN 2 COPIES.

1. Application form for obtaining the Letter of Acceptance filled in capital letters in all
the fields (APPENDIX 2);
2. High school diploma – copy and certified translation into Romanian;
CHECK THE LIST OF DIPLOMAS WHICH ARE VALID IN ROMANIA
(APPENDIX 1)
3. Grade Record (school transcript with grades) – copy and certified translation into
Romanian (the subjects Biology, Physics, Chemistry must be specified in the school
transcript);
4. The candidates who have passed the Baccalaureate examination in the sessions
corresponding to the academic year 2017-2018 may submit, instead of the Baccalaureate
diploma, a certificate issued by the high school, obligatorily specifying the grade point average
of the Baccalaureate examination, the grade point averages obtained during the years of study,
the validity term of the certificate and the fact that the Baccalaureate diploma was not issued -
copy and certified translation into Romanian;
5. A document certifying the permanent residence abroad – copy and translation into
Romanian;
6. Birth certificate – copy and certified translation into Romanian;
7. A health certificate stating that the candidate to be accepted to studies does not have
any contagious diseases or any other diseases incompatible with the medical profession - copy
and certified translation into Romanian;
8. Minimum six months valid passport – copy
9. The non-refundable fee for processing the file in the amount of RON 1,000
■ THE TUITION FEES FOR THE CITIZENS FROM THE NON-E.U. COUNTRIES, FOR BACHELOR’S DEGREE STUDIES, AS
DECIDED BY THE UNIVERSITY SENATE, ARE:

1. € 400 for the English examination, to be paid at the bank

2. € 6,000 /YEAR as tuition fees for the admitted candidates, to be paid at the bank

3. The tuition fees, for the students enrolled in the academic year 2018/2019, may be paid in three installments: 50% - on enrollment (non-
refundable amount); 25% - on the 15th of January of every academic year (non-refundable amount); 25% - on the 15th of April of every
academic year (non-refundable amount) and their value cannot be reduced. The foreign citizens who need a student visa to enter Romania shall
pay the tuition fee in full.
Failure to pay the tuition fees, according to the methodology, throughout the duration of the studies, will lead to the suspension of the quality
of a student. A fee of RON 300 will be charged for regaining the quality of a student.

4. € 250 for the examinations during the resit session;

5. € 500 for any examination (credit exam) or any makeup examination.

■ FOR THESE FEES, THE 1/3 REDUCTION IS NOT APPLICABLE

■ At the end of the second academic year, the foreign students must take a Romanian language examination (written and oral), and only after
passing this examination they may continue their studies in the 3rd academic year. This examination is necessary because the communication with the
patients during the clinical rotations is in Romanian. For this examination a € 400 fee shall be paid.

■ The candidates from the non-E.U.countries require a student visa, issued by the Romanian Embassy from the country of origin. The visa shall
be issued based on the Letter of Acceptance to Studies, issued by the General Department of International Relations and European Affairs of the
Ministry of National Education in Romania and on the full payment of the tuition fee.

 Admission requirements for non-EU students
 The citizens from non-EU countries who wish to study in our university must:
 Have the documents proving the citizenship of the respective state ;
 Have the necessary qualification, attested by educational documents ;
 Have the pre-approval of University POLITEHNICA of Bucharest.

 Non-EU citizens willing to study in Romania have to apply to University
POLITEHNICA of Bucharest, in order to receive the pre-enrollment. The Letter
of Acceptance will then be issued by the Ministry of National Education.
 The application forms are available on the site www.upb.ro of our university to
 http://www.upb.ro/studenti-internationali.html .
 The application papers have to be mailed to the University „POLITEHNICA” of Bucharest, for pre-enrollment. The
official documents have to be submitted personally, in original, when applying in Romania.
 Before coming to Romania, the international students should have their documents endorsed within the Romanian
embassies in their own countries; there, they should obtain a valid visa for studying in Romania.
 The staff of foreign official representatives – ambassades, consular offices, economic agencies, international
organisations and organisms – and their family members can be accepted in the Romanian higher educational system,
under the same regime of tuition fees as the Romanian citizens. The official quality of the these candidats has to be
confirmed by the Ministry of Foreign Affairs.
 Admission to POLITEHNICA university is based on the selection of application files.

 In order to apply for the Ph.D studies, international students are also required to pass the entry examination.

 International students have to prove good knowledge of the teaching language (Romanian, English, French or
German).
 Usually, they learn Romanian during a preparatory year. The candidates who can formally prove that they have studied
in Romanian for at least four years consecutively, do not need to pass the Romanian language test nor to attend the
preparatory year.
 Application form (filled in 2 copies) ;

 Copy of residency document;

 Certified copy of the Baccalaureate Diploma for undergraduate studies/ certified copy of the Baccalaureate Diploma
and university Diploma equivalent for foreign citizens that apply for master/ certified copy of the Baccalaureate
Diploma and university Diploma equivalent and master diploma for foreign citizens that apply for PhD studies ;

 Academic transcript for all study diploma, translated into Romanian, English, or French;

 Certified copy of the Birth Certificate ;

 Copy of the passport;

 Proof of knowledge of English, French, German or Romanian language ( the language of the courses) ;

 Medical certificate.

* These documents have to be accompanied by legalized translations in a language of international circulation (by case), certified
for authentication by the Embassy of Romania from the issuer country or with Apostille of Hague (for EU citizens).

Before coming to Romania, the non-EU citizens should obtain a valid visa for study in Romania from the Romanian embassies in
their own countries.

• Bachelor and Master Programs for Non-EU citizens
• For the admission process for Bachelor and Master programs
you have to follow three steps:
• Step 1: Obtaining the Letter of Acceptance. As a rule, the
request for admission to study at the University of Bucharest
has to be sent to our University in order to get the Letter of
Acceptance.
• Please check here the minimum academic requierements for
each country: minimum academic requirements.
These requirements apply also for graduate studies level.
• The documents you must send for this first step are:

• Application form (attached below)

• Consent for processing personal data (click on it)

• candidate’s contact data (correspondence address, phone number, e-mail address)

• high school diploma – certified copy (for residents of countries that have signed the Hague Convention, the Hague Apostille is requested (access
the website: https://www.gsccca.org/notary-and-apostilles/apostilles/hague-apostille-country-list; for all the others the documents have to be
endorsed by the Ministry of Foreign Affairs, the Ministry of Education and the Romanian Embassy in their homeland) in the original language and
certified translations at a public notary in Romanian, English or French if the original is not issued in one of these languages;

• Bachelor diploma (only for applications regarding Master programs) – certified copy (for residents of countries that have signed the
Hague Convention, the Hague Apostille is requested (access the website: https://www.gsccca.org/notary-and-apostilles/apostilles/hague-apostille-
country-list; for all the others the documents have to be endorsed by the Ministry of Foreign Affairs, the Ministry of Education and the Romanian
Embassy in their homeland) in the original language and certified translations at a public notary in Romanian, English or French if the original is
not issued in one of these languages;

• transcript of records pertaining to previous studies – certified copy or certified translations at a public notary in Romanian, English or French if
the original is not issued in one of these languages;

• for programs offered in English/French language, an international language proficiency certificate (TOEFL, IELTS, Cambridge) is needed with at
least B2 level (we do not offer these certificates here); Candidates who can prove that the official language of their country is also English or
French and that they have studied in this language are exempted from the language test.

• for study programs taught in Romanian language, the candidates must submit a certificate attesting his/her knowledge of Romanian or to submit
certificates proving that the candidate has had at least 4 consecutive years of studies in Romania. Contrary, a preparatory year of Romanian
language course is mandatory (check the admission requirements on its dedicated section)

• photocopy and authenticated translation of the birth certificate;

• photocopy of the passport;

• copy of the National Identity Card or any other document proving your permanent residence (home address);

• medical certificate (translated in a language widely spoken internationally) attesting that the applicant does not suffer from any contagious
diseases or any other affections that prevents them to study abroad.

• one photo.
– The University of Bucharest will process your file and will send it to the Ministry of National Education for evaluation. It may take up to 30 working
days to receive an answer from the Ministry of National Education. Once the answer is received, the University of Bucharest will inform the student
about the results and, if the letter of acceptance was issued, we decide together the way through which the document will be sent to the candidate.

– NOTE: Representatives of the future students must present upon submission of the file a power of attorney stating that he/she is empowered by the
student to represent him/her in the admission process.

– NOTE: The University of Bucharest does not take into consideration online applications (by e-mail) or applications received after the deadline. The last
day of receiving and processing the files is July 31, 2018, so please make sure the documents will reach our University before.

– Step 2: Obtaining the Student Visa. Based on the Acceptance Letter (and payments where requested), applicants will receive the study visa from the
Romanian Embassy in their country or the closest Romanian diplomatic mission.

– Step 3: The Enrollment at the Office for International Relations and Foreign Students. The registration is possible only in person. Upon your arrival in
Romania, for registration to the University of Bucharest you need to present the following documents:
• letter of acceptance (original);
• proof of payment (original) for the paying students;
• school certificate (mentioned above), in original;
• passport and student visa;
• a photo-copy of your birth certificate, translated and officially endorsed;
• health certificate (translation in Romanian, French or English);
• 3 photos ¾ cm;
• an envelope dossier;

– NOTE: For registration the student visa and original study certificates are mandatory, without exception.

– The candidates are requested to register between September 17, 2018 – December 14, 2018. However, the official opening date of the academic year
is October 1st therefore all those who won’t be able to register before October 1st will assume full responsibility for the missing lecture
For the candidates who would like to study in foreign languages, the Bucharest University of Economic
Studies offers the following bachelor's programmes: Programmes taught in English:

Registration of non-EU citizens
• The application file for admission to study at the Bucharest University of Economic Studies has to be sent
to our University. The application file will be checked and then forwarded to the Ministry of National
Education and Scientific Research, which will issue the the acceptance letter. The acceptance letter will be
then transmitted to the applicant by the university.
• This letter allows the applicant to apply for the study visa from the Romanian Embassy in his/her country .
• The application file must contain the following documents (certified/authorised translations into English or
Romanian):
1. Application form with photo;
2. Baccalaureate (high school) Diploma or equivalent and the transcript of records for the highschool years
endorsed by the Romanian Embassy in his/her country or with the Hague Apostille - translated into Romanian
and officially endorsed;
3. Birth certificate - translated into Romanian and officially endorsed;
4. Passport copy;
5. Medical certificate stating that the applicant is fit for university studies. If the applicant doesn't speak
Romanian and the chosen program is taught in Romanian, he/she should learn Romanian during a preparatory
year.
• The study fees for bachelor’s programmes at the Bucharest University of Economic Studies (non-EU
citizens) are the following:
• Application fee: 250 euro (to be paid upon registration with the university);
• 2.250 Euros/academic year (to be paid after the receipt of the acceptance letter) The study fee is
decided each year by the Academic Senate of the university and might be subject to change at the
beginning of each academic year.
• Upon arrival in Romania, the accepted applicant will have to register personally at the Bucharest
University of Economic Studies, having the following documents:
1. The letter of acceptance;
2. Baccalaureate (high school) Diploma or equivalent endorsed by the Romanian Embassy in the country of origin
with the Hague Apostille - translated into Romanian and officially endorsed;
3.Transcript of records for the high school years translated into Romanian and officially endorsed; 4. A copy of the
birth certificate, translated into Romanian and officially endorsed;
5. Medical certificate (translated into Romanian or English) stating that the applicant is fit for university studies;
6. 2 photos ¾;
7.The passport containing the study visa.
