SO1: Adopt effective and efficient Personnel Management System.

Definition: In order to keep the personnel motivated and dedicated to their work, the 3FAB
must find ways to boost their morale. The unit will do this by adopting an effective and
efficient personnel management system. To be productive and be able to perform at their
best, the unit must ensure that its personnel are well motivated and dedicated by looking after
their welfare, and providing them with appropriate rewards, incentives, benefits, education
and training opportunities, and other fringe benefits to improve their quality of life.

Their well-being shall at all times be given priority. In order to enhance and develop
the competence of its personnel, the unit shall come up with the needed training based on the
Training Need Analysis of the unit with utmost consideration to the Campaign Plan of the
supported unit. This is expected to uplift the level of proficiency of its personnel enabling them
to perform their functions in an effective and efficient manner. The unit will also participate
and/or send qualified personnel in certification-based training program conducted by Higher
Headquarters where its personnel will be certified to perform a particular degree of
competency and will be issued with appropriate badges to that effect.

SO1: Adopt effective and efficient Personnel Management System.

Definition: Likewise, regular conduct of seminars, in-house trainings, practical and field
training exercises will be pursued. In order to be a world-class Army, the 3FAB, AAR needs to
have world-class artillery personnel. To attract, recruit and retain the best and the brightest is
a prerequisite to becoming world-class. The best and the brightest are those who excel in
Field Artillery as a military profession. The unit shall strive to encourage those who are most
competent and most qualified to perform the tasks and responsibilities of Artillery personnel.
It shall also prioritize the retention of those who are positively contributing to the organization
and the separation of those who are not.

SO2: Adopt effective and efficient Finance and Logistics Management System

Definition: On Financial Management- Capitalize on the institutionalized linkage of


programming, budgeting and execution system. This means that all programs and
activities of 3FAB are budgeted and anchored on the objectives and thrust of Higher
Headquarters. This is obtained thru the proper crafting of unit’s Annual Plan and Budget
and the reviews implemented by the Higher Headquarters. Prioritizing and alignment of
the allocated resources to the strategy remain crucial for the attainment of proper budget
execution with very minimal program change/s and facilitate the timely accomplishments
of targets periodically.
This is corollary to the responsive and efficient support system for the units. Steadfastly,
units follow the fundamentals of financial transactions and procedures thereby facilitating
obligations, disbursement on time and create a room of transparency. Countermeasures
such as reviews and inspections plays vital role in performance ratings. In effect, there
will be lesser probability of adverse findings.

Definition: On Logistics Management- This embodies the willingness of the 3FAB to


develop a culture of efficient management, thus, it is keen on adopting efficient and
proven practices that will enable it to be better at what it is doing. All these best practices
will be consolidated and translated into logistics management in order for the unit to
achieve desired objectives, accomplish its mission, and attain its vision.

The 3FAB intends to adopt a strategy-driven system of planning, programming and


budgeting of its logistical resources. It must be ensured that the priority activities that drive
performance and transformation are adequately funded. More importantly, it must also
ensure that adequate support is received by units through the development of responsive,
effective and efficient logistics support systems and processes that are anchored on the
strategy.

Definition: This includes the desire of 3FAB to develop a C4S Systems efficient enough to
address all needs necessary to meet the requirements in command and control for the
effective delivery of fire support while keeping adequate security to avoid being
compromised. The development of the system will include a doctrine that will stand as guide
and it will be based from capabilities that will later on be acquired.

Definition: The 3FAB will endeavor to develop and communicate a unit image subscribing
to the ideals espoused by the Army, i.e. develop and project a positive image that is in line
with the Army’s Core Values of Honor, Patriotism, and Duty.

As such, the effort is geared towards the enhancement of the reputation of the 3FAB
personnel in particular and gaining the people’s trust and confidence.

Definition: The 3FAB will develop a training management system that is doctrine based
capable to address all the training requirements of personnel for artillery, missile and air
defense operation. The training is encompassing and will include with it training on C4S
System, intelligence, and logistics.

Definition: In order to be effective and efficient Intel Operators belonging to the Combat
Support Unit, this unit will capitalize on the competency of its personnel for Intel and CI
operations. Likewise, the unit shall ensure proper management and utilization of
informants in order to have a proactive and responsive Intel network in every identified
primary and alternate firebases in the area of operation and also establish active CI
network in every aspect relative to the accomplishment of the mission..

Definition: In order for 3FAB to provide highly responsive and effective FA Support
Operation to the combat operations of 3ID, 1ID and 8ID, it must be able to provide an
operationally ready FA Batteries and/or Platoon manned by highly skilled and competent
personnel to effectively perform their tasks supported by high state of serviceability of
equipment and ammunition.

Definition: The 3FAB aims to achieve the effective and lethal effect on the use of fire
support using field artillery fires and close air support. The unit will pursue the integration
of these in planning and programming through fire support officers/coordinators who will
be part of the battle staff for the combat operations.

Definition: As the first element in the delivery of effective fire support, 3FAB aims to train
and organize FO party in every operating units of the supported unit. The unit shall pursue
request to higher headquarters for the issuance of appropriate ISR equipment. This will
eventually improve the target acquisition capability for a fast and accurate identification of
targets.
