men
 Unchanging and universal

 Refers to characteristics, roles, beliefs, perceptions,
attitudes and other factors attributed to women and
men by society

What is Gender and Development?

 A development approach that seeks to equalize the status &


condition of and relations between women & men by influencing
the processes and outputs of policymaking, planning, budgeting,
implementation, and monitoring and evaluation so that they would
deliberately address the gender issues and concerns affecting the
full development of women.
 a globally - recognized development perspective;
 acknowledges that development affects people differently
 women’s roles are important and should be maximized
 women and men should be assisted in attaining their full potentials
 advocates that planning deliberately address the unique needs and
situations of women
Gender Equality

 Means that women and men enjoy the same status and conditions
and have equal opportunity to realize their potentials and to
contribute to social, political, economic and cultural development.
 It means that there is no sex discrimination in the allocation of
resources and benefits or access to services, and that both men
and women have equal opportunity to realize their potential to
contribute and benefit from development.
Gender Equity

 Means giving more opportunities to those who have less and those
who are historically and socially disadvantaged based on their
needs for them to operate on a level playing field.
 Equity leads to equality.

Empowerment?
Women Empowerment

 An essential process for women’s advancement


 It is the process and condition by which women are mobilize to
understand, identify and overcome gender discrimination and
achieve equality.
 Women become agents of development, and not just beneficiaries.
This kind of participation in development enables them to make
decisions based on their own views and perspectives.
 To empower women, access to information, training, technology,
market, and credit is necessary.
GAD is about recognizing that gender
biases IMPEDE development because:
 they prevent people from attaining their full
potentials
 they exacerbate social inequity
 they distort understanding of social realities
and limit the impacts of development efforts

GAD is being faithful to the principle that:


“Development is for ALL”
2. Why Mainstream GAD?
Gender Mainstreaming

 means raising people's GAD awareness & building GAD-related


capabilities
 putting in place policies, structures, systems, & mechanisms that
would facilitate and institutionalize the pursuit of gender equality &
women’s empowerment
 a strategy for making agencies work for women’s empowerment &
gender equality
Development:

Attaining a full and satisfying life for all

a SHARED RESPONSIBILITY of:


EVERYONE, regardless of age, sex, religion,
ethnicity or class
GOVERNMENT as duly mandated authority
those who BENEFIT or SUFFER from the lack of it
For individuals, the performance of this responsibility

 Protecting people’s RIGHTS
 Creating opportunities for the development of
people’s abilities and individual strengths
People’s capacity TO DO and TO BE may be
enhanced through a variety of government efforts,
such as:
 Building of roads and other infrastructures
 Providing social services
 Creating economic opportunities, etc.

 disadvantage women,
 fail in attaining their desired results, and
 cause wastage of resources
3. Violence Against Women and
their Children
Violence Against Women

 is any act of gender-based violence that results or is likely to result in


physical, sexual or psychological harm or suffering to women
including threats or such acts, coercion or arbitrary deprivation of
liberty whether occurring in public or private life
 Gender-based violence is any violence inflicted on women
because of their sex

 also called domestic violence
 is “violence that occurs within the private sphere, generally
between individuals who are related through intimacy, blood or
law.”
 Maybe in the form of
 physical violence
 psychological and emotional violence
 sexual violence
 economic abuse
Physical Violence

 refers to acts that include bodily or physical harm


 Examples
 hitting with the fist
 slapping
 kicking different parts of the body
 stabbing with a knife, etc
Psychological and Emotional
Violence
 refers to acts or omissions causing or likely to cause mental or emotional
suffering of the victim
 such as but not limited to:
 intimidation, harassment, stalking, damage to property, public ridicule or
humiliation, repeated verbal abuse & marital infidelity
 Also includes:
 causing or allowing the victim to witness the physical, sexual or
psychological abuse of a member of the family to which the victim belongs
 witness pornography in any form
 witness abusive injury to pets
 unlawful or unwanted deprivation of the right to custody and/or visitation of
common children.
Sexual Violence
 refers to an act which is sexual in nature, committed against a woman or her child
 It includes, but is not limited to:
 rape, sexual harassment, acts of lasciviousness
 treating a woman or her child as a sex object
 making demeaning & sexually suggestive remarks,
 physically attacking the sexual parts of the victim’s body
 forcing her/him to watch obscene publications & indecent shows
 forcing the woman or her child to do indecent acts and/or make films thereof
 forcing the wife & mistress/lover to live in the conjugal home or sleep together in the same
room with the abuser
 acts causing or attempting to cause the victim to engage in any sexual activity by force,
threat of force, physical or other harm or threat of physical or other harm or coercion;
 prostituting the woman or her child
Economic Abuse
 refers to acts that make or attempt to make a woman financially
dependent
 includes but is not limited to the following:
 withdrawal of financial support or preventing the victim from engaging
in any legitimate profession, occupation, business or activity, except in
cases wherein the other spouse/partner objects on valid, serious and
moral grounds as defined in Article 73 of the Family Code;
 deprivation or threat of deprivation of financial resources and the right
to the use and enjoyment of the conjugal, community or property
owned in common;
 destroying household property;
 controlling the victim’s own money or properties or solely controlling the
 conjugal money or properties
VAW in the Community
Often takes one or more of the following forms:
 physical violence
 such as physical chastisement, trafficking for both the sex industry & the
service industry, forced prostitution, battering by employers & murder
 sexual violence
 such as rape, sexual harassment and sexual intimidation
 psychological violence
 such as intimidation, sanction or isolation by community/cultural norms
based on attitudes of gender discrimination.
State Violence Against Women
 political violence
 such as tolerance of gender-based violence, trafficking, domestic
violence, sexual abuse, forced pregnancy and forced sterilization
 custodial violence
 such as military and police rape, torture, and suppression of the political
acts of the women’s movement, abuse of women in refugee and
relocation camps and in prisons; and
 institutional violence
 such as enforcement of discriminatory laws and regulations, policies
and programs such as abortion policies, reproduction policies and
matrilineal laws.
Philippine Initiatives to Eliminate
VAW
 RA 9262
 One of the major accomplishments of the government in addressing
VAW
 otherwise known as the Anti-Violence Against Women and Their
Children Act of 2004
 signed into law during the celebration of “International Women’s Day”
in March 8, 2004
 penalizes all forms of abuse & violence within the family & intimate
relationships
 classifies violence against women & children (VAWC) as a public crime
 also mandated the creation of the Inter-Agency Council on Violence
Against Women and Their Children (IACVAWC)

VAW
 RA 3815: The Revised Penal Code
 RA 7877: Anti-Sexual Harassment Act of 1995
 RA 8353: Anti-Rape Law of 1997
 RA8369: The Family Courts Act of 1997
 RA 8505: Rape Victim Assistance and Protection Act of 1998
 RA 9208: The Anti-Trafficking in Persons Act of 2003
 RA 9710: Magna Carta of Women
VAWC is about ending the
Violence Against Women and
Children
