Pakistan has almost 5.5 million children that are out of school, the second highest
number in the world only after Nigeria. The state of Pakistan’s children 2012’, the
Society for the Protection of the Rights of the Child (Sparc) said about one fourth of
the 19.75 million children in Pakistan aged five to nine were out of school and
factoring in adolescents increased the number to 25 million. Of them, seven million
children (aged three to five) had yet to receive primary schooling.
PROGRAM RATIONAL
RBCS program was a non-formal program which, after completing its term in June,
2013, converted into formal program and has been regularized with the funding
allocation on “Regular Side” of the Sindh Government budget under public-private
partnership on per child subsidy basis. .
Program has been shifted to per child subsidy on the directives of SEF Board of
Governors (BoG) thus bringing more administrative and financial autonomy for the
implementing partners. A merit based accountability system will be in place to
gauge schools’ performance and to decide about the continuity of funding.
