INTRODUCTION

 Delhi, the focus of the socio-economic and political life of India, a symbol of ancient
values and aspirations and capital of the largest democracy, is assuming increasing
eminence among the great cities of the world.
 Growing at an unprecedented pace, the city needs to be able to integrate its elegant
past as well as the modern developments into an organic whole, which demands a
purposeful transformation of the socio-economic, natural and built environment.
 The city will be a prime mover and nerve centre of ideas and actions, the seat of
national governance and a centre of business, culture, education and sports.
 Apart from critical issues such as land, physical infrastructure, transport, ecology and
environment, housing, socio-cultural and other institutional facilities, the cornerstone
for making Delhi a world-class city is the planning process itself and related aspects
of governance and management.
 This needs a coordinated and integrated approach amongst several agencies
involved with urban services and development along with a participatory planning
process at local levels.

HISTORY
History of Delhi enumerates a saga of various dynasties like the Mughals, Khilji and Tuglaks who
once ruled this city.
 Tomar rajput dynasty (8th century) - Anagpal Tomar first laid the foundation stone of the seven
ancient cities of Delhi.
 Prithviraj Chauhan was the last Hindu Emperor who ruled Delhi - played major role in shaping
Delhi.
 Slave dynasty (1211 to 1227) - Qutub-ud-din-Aibak.
 The Khilji Dynasty (1296 to 1316) – established Siri city.
 Tughluqs – established Tughluqabad the third city.
 Sayyid dynasty & Lodhi dynasty.
 Mughal dynasty (mid 16th – 19th) – established the walled city of Shahjahanabad.
 Post independence (1947) – Delhi became the CAPITAL CITY OF INDIA.

LOCATION
 Lies at an altitude of between 700 and 1,000 feet (213 and 305 meters).
 Delhi is bordered on the east by the state of Uttar Pradesh and on the north, west, and south by
Haryana.
 Situated on the Yamuna River.
 It has a rocky outerop of Aravalli hills called THE RIDGE.

GROWTH
 Growth of Delhi over the years has been on the ring and radial pattern with reliance on road based
public transport.
 The development envisaged by the previous Plans was poly nodal with hierarchy of Commercial
Centres located either on ring or radial roads.
 The proposed MRTS network will bring sizable urban area within walking distance from the
proposed stations.
 This will have an impact on the existing structure of the city and consequently its development.
 This changed scenario provides opportunities for city restructuring and optimum utilization of the
land along the MRTS corridors.
 In this process, a sizable proportion of the additional population with requisite facilities and
employment can be absorbed along these corridors.
 In 2001, about 702 sq km of area was estimated to have been built up, accommodating about 138
lakh population.
 To accommodate the projected population of 230 lakh by the year 2021, a three-pronged strategy
is recommended:
 To encourage the population to deflect in the NCR towns.
 To increase the population holding capacity of the area within existing urban limits through
redevelopment.
 Extension of the present urban limits to the extent necessary.

CONCEPTUAL PLAN
 The Master Plan for Delhi 1962 - evolved a well integrated community pattern
 Urban complex comprising relatively – self contained communities with adequate provision of
facilities & services.
 The plan suggested 3 tier system of planning new residential areas –
 Mohalla / Housing Cluster (population 750 – 1,000).
 Residential Planning Unit (population 3,500 – 5,000).
 Residential Planning Area (population 12,000 – 15,000).
 Each residential area should have a suitable mix of plotted & group housing development,
including houses for weaker section & hostels for single & elderly persons.
 The plot should be for
 2 Family Units – size ranging from 48 – 150 sq.m.
 3 Family Units – plot size 150 sq.m. & above.

 Hostels
 Night Shelters
 On the basis of an average dwelling unit of 75 – 100 sq.mt. a density of 100-120 dwelling units per
hectare & FAR of 100-120 are recommended for group housing.
 The distribution of plot/ dwelling unit size based on income, as suggested by DDA –
 Weaker section including service personnel – 25%
 L.I.G. – 10%
 M.I.G. – 25%
 H.I.G. – 10%

CONCLUSION

Vision-2021 is to make Delhi a global metropolis and a world-class city, where all the
people would be engaged in productive work with a better quality of life, living in a
sustainable environment.

 Necessitate planning and action - to meet the challenge of population growth and
in- migration into Delhi.
 Provision of adequate housing - particularly for the weaker sections of the society;
 Addressing the problems of small enterprises - particularly in the unorganized
informal sector.
 Dealing with the issue of slums, up-gradation of old and dilapidated areas of the
city.
 Provision of adequate infrastructure services.
 Conservation of the environment;
 Preservation of Delhi's heritage and blending it with the new and complex modern
patterns of development.
