 JUSTIFICATION
1. Earlier policy decision was taken to construct Grid Sub-stations in each revenue sub-division of Bihar in 12th plan under State
Plan scheme.

2. Out of 30 Revenue Sub-divisions GSS, 18 nos. of GSS are having LILO arrangement and remaining 12 nos. of GSS are single
circuit stringing on double circuit tower (DCSS).

3. The GSS having LILO arrangement are having two source of power from two different GSS. In case of breakdown/ maintenance
of one transmission line the second source is readily available.

4. Remaining 12 GSSs are connected with single circuit transmission line on DCSS (Double Circuit Single Stringing) tower. In Case
of breakdown or maintenance of existing transmission line, Grid Sub-Stations had to shut down which results to total Power
failure in nearby areas. If 2nd circuit stringing is provided then during maintenance and breakdown 2nd source will be available to
the above GSS.

5. Due to single line connection, GSS on DCSS towers may not meet the increased future load demand which will be resolved after
providing 2nd circuit to the above Grids.

6. To avoid ROW issues in future, it is better to provide 2nd circuit stringing at present.

7. By providing the 2nd source of connectivity, reliability and quality of power will improve.

8. Presently, 132 kV S/c Dalsinghsarai – Kushweshwarsthan LILO at 132/33 kV Rosera GSS. There is a proposal for connectivity of
Railway feeders from 132/33 kV Rosera GSS. For providing reliable power a D/c second source from 220/132/33 kV Samastipur
(New) is proposed
