gates, the only way to check the building facility and rooms are leaving their post.

I recommend and proposed at present security deployment a two (2) Security

roving, One ( 1) Day shift and one (1) Night Shift .

To guarantee the active patrol and duties of guard especially at night time we
recommend to install electronic guard tour system (GTS).See below,

Guarding System and procedures

Pre-Posting Formation

All assigned guards on each corresponding shifts will attend a Pre- Posting
Formation which will be conducted by their respective Officer in Charge.

During the Pre-Posting Formation, assigned OIC will conduct a mandatory

inspection on their uniform, paraphernalia and equipment to ensure that
they are clean and properly worn.

Part of the Pre Posting formation will be focused in security related concerns
such as changes or adjustments in enforcing security measures,
additional instructions, changes in management policies and others.
Network for friendly forces

Aside from the available back-up personnel from the headquarters the
Agency will be strengthening existing network with local law enforcement
agencies (“the connected”) as well as developing intelligence channels.
With effective liaison program, FDSGSI could coordinate for the immediate
security back-up from the local police unit, personnel from the city
government, and the barangay police in the area in the event of a serious
security incident.
The security force shall interface its efforts and capabilities to secure the
property as the need arises, until further reinforcement from allied superior
units takes control of the situation.

Medical Evacuation

First aid, emergency evacuation (egress) procedures shall be provided to

afflicted, wounded employees, guests and staff and shall be carried out by
the medical team as soon as situation permits. Injured persons shall be
assessed, stabilized and evacuated initially at the holding center of the

XIII. EMERGENCY PLAN

Observation & Findings

Emergency Plans are in place. However, evacuation drill is not performed regularly,
which is very vital in every facility, emergencies such as earthquake, fire and
stampede etc.

Recommendation:
Recommend the regularization of evacuation drills among emergency brigade
personnel to ensure that every members of the emergency brigade would clearly
know their responsibilities in evacuating employees during major emergencies.

Observation & Findings

During emergency response, yellow tape or segregating barriers are not sufficient
to meet the requirement to cordon the distress area. Therefore, movements in the
area are compromised.

Recommendation:
Recommend that an ample supply of yellow tape rolls and provide steel barricade
as barrier be provided to aid the administration and security to immediately
manage movements in distress area.
XIV.EMERGENCY SITUATIONS

A. Active Shooting

1. Scenario

A classic example is the recent scenario that took place at Resort World
Manila wherein an armed individual barged in and started shooting.
Whether it is true or not that his action is a terrorist motivated the point
was, he sowed terror that resulted to loss of lives including his own life and
destruction to property. Investigation initially reveals how sloppy the
security was, they maybe unprepared or let us say the establishment does
not have Emergency plan at all. Speculations after one speculation but in
reality, in the Philippines, Security is not yet prepared to engage with
terrorist acts even to the microscopic and whether we like it or not the least
we can do so as not to be blamed by our employer is to be able to mitigate
casualties just in case it happens to our jurisdiction. Mitigation requires our
prompt dissemination of information to our friendly forces like the police to
include SWAT, EOD, Hospitals, Rescue and the likes. Hence, it is of a
paramount need for an organization to effectively implement emergency
plans. Reduce the number of casualties, casualties are promptly attended to,
injured ones are brought to hospitals on time and restore operation the
soonest time possible and people are evacuated safely.

2. Best Practice Globally Recommended (RHF)

a. Run- facilitates safe escape of people from the establishment where an

active shooter is noticed. This entails familiarization of the ingress and
egress of the premises where you are assigned for you to be able to
lead people to escape safely and avoid encounter with the active
shooter.

b. Hide- If there are vacant rooms, offices which you think are appropriate as
hiding place for people then use them. Lock up and make sure that people
will hide where bullet recoil is not possible. Avoid making noise that will call
the attention of the shooter. Hiding people will only be allowed to go out
when EBT says so.

c. Fight – When there is no available recourse, when escape and hiding are
no longer possible and if more lives are threatened then EBT have no other
option but to fight. Fighting requires the skill, the ability to shoot the shooter
without adding fuel to the fire. This entails training the members of QRT how
to effectively engage with a shooter or at least the know how to use their
guns to repel a shooter.
3. PREVENTION PLANNING

a. Assigning specific task to the members of the EBT. Vitally, the

Communication Man to ensure that information is promptly
disseminated to proper authorities by all means so as not to cause
delay. People are evacuated in due time, people are hidden when
evacuation is not possible yet.
b. Opportunity knocks only ones, what if a EBT member was given
excellent chance to fight and have a clear shot of the active shooter and
yet the member doesn’t even know how to fire his gun? What if the
responders are not yet around and the only means to stop the shooter
from shooting people is to shoot him? It is therefore best for an
organization to train the EBT member, to provide them with the know
how to use their guns when necessary.
c. EMERGENCY DRILL- simulations makes the EBT members familiar with
their supposed role during actual scenarios. Management plays a big
role in funding and facilitating drills and training people who have the
potential to save their lives and properties.
d. STRICT ACCESS CONTROL- ID system, electronic cards, use of metal
detectors, level up perimeter security, intelligence gathering.
e. PROFILING- ability to determine scalawag from peace loving people.
Continuous orientation helps a lot in determining the bad from the
good. This skill can be obtained from training, comparison of diction,
current event orientation and various seminars.
f. INFORMATION GATHERING- enhance intelligence gathering by
coordinating with proper authorities, report and other helpful sources.

4. EXECUTION
a. In the event an active shooter, is noticed, communication man
immediately notifies the friendly forces, the police, SWAT, local rescue
team, Barangay Security and other local authorities.
b. b. EBT to facilitate safe evacuation of people from the
premises/building.
c. c. Lock up people to safe places if needed and when there is no fire.
d. d. If the shooter is potentially aggravating the casualties and there is
perfect opportunity to repel him, EBT has no choice but to fight and
shoot the shooter.
e. e. Restore operation ASAP at the advice of Emergency Management
Group.
Emergency Management Group
• Decides on what statements to be released to media depending
on their assessment of damage.
• Coordinates with top Management as to any additional statement
be released to media.
• Decides solely as to the restoration of operation.
B. Fire

1. Scale of Information
Fire takes place anytime due to many causes. It can happen by itself or it can be
triggered by other disaster. It can also be a result of human negligence and lack of
knowledge. An effective way of firefighting is the ability to raise alarm at the right
time. Secondly is quick response, to
be able to extinguish the fire during its inception. It is therefore of vital need for an
organization to be well equipped and well trained to effectively implement
emergency plans.

2. Fire Triangle
Fire ensues because of three element and they are fuel, heat and oxygen. When
you isolate fuel from heat there will be no fire, the same when there is no heat and
oxygen.

3. Types of Alarm
a. PA system
b. Continuous ringing of bell (MPS)
c. FDAS
Code 1- SMOKE
Code 2- ACTUAL FIRE
Code 3- Evacuation

4. Best practices during Fire

a. Raise alarm before attempting to put out the fire’
b. Save life
c. Minimize panic
d. Stay low when there is smoke

5. Prevention Planning

b. Installation of fire alarm in strategic points.
c. Continuous training program and fire drills’
d. Notices on Fire prevention should be posted on bulletin boards as a
form of information campaign.
e. Require fire extinguishers in all offices in the area.
6. Fire Fighting Procedures
a. In the event that there is fire, immediately activate the nearest fire
alarm, pass on the information as fast as you can by all means of
communication.
b. If the fire is on its incipient period try to extinguish it by the use of fire
extinguisher.
c. Remember the acronym PASS.
d. After hearing the report about fire, the Command Center shall perform
the following:
• Check the location of the fire
• Announce (Code-1) to all Fire Brigade and EBT, via radio.

E. Bomb Threat
Bomb threat is an excellent way to disrupt productivity without actually
risking life, limb and or property.
Although most of bomb threats are merely threats still, it is imperative for an
establishment to be able to come up with procedures so as not to disrupt
business and cause panic that may result to injuries and loss of lives.
Remember a threat remains to be a threat until something visible is found.

1. Procedures

Upon receipt of the information

• Treat all bomb as serious ones until proven else.
• For the receiver of the call, take note of the voice and intonation/accent
of the caller and the background, noise or sound if any.
• Determine the exact location of the establishment under threat.
• Assess or analyze the threat whether it is a long term or short term
threat.
• Report to the police.
 Do not cause panic among employees, visitors and occupants of the
establishment.

and seek assistance when necessary.

G. Media Handling
This is a sensitive aspect hence it is imperative to exercise prudence and
there should be a standard procedure set. Preferably it is important that all
order is given to all security personnel, staff, workers and or all occupants of
the facility. All queries should be directed to the appointed or designated
Press Relation Officer of the facility to ensure that no speculative/
irresponsible statement is conveyed to the media that may cause damage to
the management.
