and orderly balance between
socio-economic growth and
environmental protection.
Environmental Impact Statement
System (P.D 1586) of 1978
 This law requires private
corporations, firms or entities
including agencies and
instrumentalities of the government
to prepare an Environmental Impact
Statement (EIS) for every project
and undertaking which significantly
affect the quality of the environment.
A document that provides a
comprehensive study of the significant
impacts of a project on the environment. It
is prepared and submitted by the project
proponent and/or EIA consultant as an
application for an Environmental
Compliance Certificate (ECC)
 No person, partnership or corporation
shall undertake or operate any such
declared environmentally critical area
without first securing an Environmental
Compliance Certificate issued by the
President or his duly authorized
representative.
 Any person, corporation or partnership
found violating this law shall be punished
by suspending or cancelling his
certification and/or a fine of Php50,000.00
Toxic Substances and Hazardous and
Nuclear Waste Control Act (R.A 6969)
of 1990
 It is the policy of the State to regulate,
restrict or prohibit the importation,
manufacture, processing, sale,
distribution, use and disposal of
chemical substances and mixtures that
present unreasonable risk and/or
injury to health or the environment

 To provide advancement and


facilitate research and studies on toxic
chemicals.

of 1990
To prohibit the entry, even in transit, of
hazardous and nuclear wastes and their
disposal into the Philippine territorial limits
for whatever purpose.

Prohibited Acts:

a) Knowingly use in chemical substance or mixture


which is imported, manufactured, processed or
distributed in violation of this Act or implementing
rules and regulations or orders;

b) Failure or refusal to submit reports, notices or on


the information, access to records as required by
this Act, or permit inspection of establishment
where chemicals are manufactured, processed,
stored or otherwise held;

c) Failure or refusal to comply with the pre-
manufacture and pre-importation requirements

d) Cause, aid or facilitate, directly or indirectly,


in the storage, importation or bringing into
Philippine territory, including its maritime
economic zones, even in transit, either by
means of land, air or sea transportation or
otherwise keeping in storage any amount of
hazardous and nuclear wastes in any part of the
Philippines.
Ecological Solid Waste Management
Act (R.A 9003) of 2000

 an act providing for an ecological solid


waste management program, creating the
necessary institutional mechanisms and
incentives, declaring certain acts prohibited
and providing penalties, appropriating funds
therefor, and for other purposes.
P.D. 825 – prohibits the improper
disposal of garbage
P.D. 856 – Sanitation Code
- places the responsibility in the local
government units for he solid waste
management in his area of
production.
Clean Water Act (R.A 9275) of 2004

 an act providing a comprehensive water quality


management and for other purposes.

Water Code of the Philippines (P.D.


1067)
adopts adequate measures to conserve and
regulate the use of water in commercial,
industrial and residential areas. It also
provides other policy guidelines in water
quality and management of water resources.
Water Pollution Control P.D. 600 (
amended by P.D. 979)
 prohibits the discharge of oil, noxious liquid
substances, and other harmful substances into the
country’s inland and territorial waters.

Clean Air Act of 1999 (R.A 8749)


 provides for a comprehensive air pollution control
policy
P.D. 1181(1977) (supplements the provision of P.D. 984) -
Providing for the Abatement, Control and Prevention of
Vehicular Pollution & Establishing the Maximum
Allowance Emissions of Specific air Pollutants from all
Types of Vehicle.

-It is the purpose of this Decree to prevent, control,


and abates the emission of air pollution from motor vehicles
in order to protect the health and welfare of the people and
to prevent or minimize damage to property and hazards to
land transportation.
Air Quality Management of
1977 (P.D. 1152)
to achieve and maintain such levels of air
quality as to protect public health and to
prevent to the greatest extent practicable,
injury and or damage to plant and animal
life and property, and promote the social
and economic development of the country.
The Forestry Reform Code P.D. 389
(P.D. 705)
codifies, updates and raises forestry laws in the country.
It emphasizes the sustainable utilization of forest
resources.

P.D. 953 & 1153 – laws on tree


planting
P.D. 331- laws requiring all
public forests be developed on a
sustained yield basis.
The Fisheries Code of the Philippines
(R.A. 8550 )

 defines the policies of the state in the protection,


conservation and effective management of
fisheries stock as well as identifying allowable
fishing methods in Philippine coastal waters.
P.D. 704 – preservation of optimum
productivity of fishery resources through
conservation and protection.
P.D. 1015 – banning the operation of
commercial fishing within a distance of 7
kilometers from the shoreline.
P.D. 1058 – increasing the penalties for
illegal forms of fishing.
P.D. 1219 – providing for the protection of
coral ecosystems.
Local Government Code of 1991 (R.A.
7160 )
 provides that local government should share with
the national government the responsibility in the
management and maintenance of ecological
balance within their territorial jurisdiction subject
to national policies and other pertinent provisions
of the code.
Climate Change Act of 2009 (R.A.
9729 )

 an act mainstreaming climate change into government


policy formulations, establishing the framework strategy
and program on climate change, creating for this purpose
the climate change commission, and for other purposes.
P.D. 463(1974) - Providing for a modernized
system of administration and disposition of
mineral lands and to promote and encourage the
development of exploitation.

-Mineral production is a major support of the national


economy, and therefore the intensified discovery, exploration,
development and wise utilization of the country's mineral
resources are urgently needed for national development.
P.D. 1198 – reinforces this provision for
restoration of mined-out areas to this
original condition to the extent possible.
P.D. 1251 – imposes fines on tailings
and mine wastes and the fund
generated is used to pay for the
damages to land, agricultural crops,
forests products, aquatic resources and
infrastructures caused by pollution for
mining operations.
R.A – 3720 – Food Additives
R.A. 6425 – Drugs
R.A 280 – Cosmetics
P.D. 1144 – Control of Pesticides
-- It is a Government policy to provide adequate
assistance to the agricultural sector in line with
national objective of increasing food production;
Environmental Awareness and
Education Act of 2008 (R.A 9512)
 an act to promote environmental awareness through
Environmental Education (EE) and covers the integration of
EE in the school curricula at all levels, be it public or private,
including daycare, pre-school, non-formal, technical,
vocational, indigenous learning and out of school youth
courses and programs
