Benchmark Overview

The France Telecom (FT) and Network Technology Service

(NTS) request the function of KPI benchmarking.
 1 The requirements for KPI benchmarking of the BYG swapping project in France SFR are
as follows:
(1) The cluster-level KPIs instead of cell-level KPIs before and after the network swapping need
to be compared. The cluster-level KPIs after the network swapping must not be worse than
those before the network swapping.

(2) Generally, the average KPI values one to two weeks before the network swapping are
regarded as the benchmark values.

 2 The NTS requests that the KPIs before and after the network optimization be compared.

 3 It is requested that the benchmark values be calculated on the basis of history

performance data for monitoring network performance.

Page 49
Benchmark Definition
 Fixed benchmark
 In a fixed benchmark rule, the benchmark value is fixed.

 Fixed benchmark rules are classified into fixed benchmark rules (system)
and fixed benchmark rules (imported). The difference between the two
types of fixed benchmark rules lies in data sources of the benchmark
values. The benchmark values of fixed benchmark rules (system) are
from the internal PRS system, and the benchmark values of fixed
benchmark rules (imported) are from external data sources.

 Floating benchmark
 In a floating benchmark rule, the benchmark value is variable. The
benchmark value of a floating benchmark rule is obtained by adjusting
the average value based on the internal history data in the PRS.

Traffic Trend Prediction Overview

 The performance department requests the function of traffic trend

prediction. Predicting the traffic trend helps to support network
optimization, provide reference for the expansion or contraction of network
capacity, and thus to ensure the network performance on holidays.

 With the function of traffic trend prediction, the PRS can predict the traffic
trend in a certain period based on history traffic data by using the related
traffic prediction algorithms.

 Currently, the PRS supports the traffic trend prediction of the GSM, CDMA,
UMTS, and TD-SCDMA networks.
