COMMUNITY

1st Level: APATHY STAGE ( Lack of
interest or concern for things.)

- The people do not participate on the development of

the community.
-Their minds are closed to the problems of the
community.
- The people do believe that nothing will happen anyway.
-The people focus on their attention only on their
personal needs and their livelihood.
-The attitude of the people in this phase is “ I am right. I
have nothing to do with others. They are not my
responsibility.”
2nd LEVEL : DEPENDANCY

-The people still believe that they cannot solve the

problem.
-They believe that the people who have the power &
authority are the ones who can solve the problems.
-Those who have the funds are the people who can
solve their problems.
-They see help as the material thing given to them.
- The most common question the people from these
communities ask is “ What can you give us?”, and “Do
you have anything to lend/loan us?”
3rd LEVEL: Pre-Critical

-The people in this stage are slowly

getting more aware of the problems.
- They recognize the fact that they are
part of the problem and they should
also be a part in the solution.
- They are beginning to participate and
take responsibility in community works.
4th LEVEL: Liberation

-The level of awareness of the

leaders is now very strong.
- They are now willing to
dedicate their time and effort to
develop their communities even
if it means taking risks.
