Whereas, Administrative Order No. 25 dated
December 21, 2011, was issued with the end
in view of developing a collaborative
mechanism to “establish a unified and
integrated Results-based Performance
Management System (RBPMS) across all
departments and agencies within the
Executive Branch of Government
incorporating a common set performance
scorecard and creating an accurate,
accessible and up-to-date government-wide,
sectoral and organizational performance
information system

performance target setting, monitoring, evaluation and

This Manual provides information and guidance to
RPMS-PPST ALIGNMENT
Teachers and School Heads in the performance 2015-2018
assessment process.

Generally, participants found that the tools are clear,
concise, standardized, attainable, teacher-friendly and
more likely to produce fair results.
