Barangay-Based Institutions

Rationale
With the desire to address so many concerns
and bring development at the barangay level,
the government initiated the creation of
several barangay anti-crime bodies and
barangay-based development institutions
mostly chaired by the Punong Barangay
himself. This has resulted to confusion,
overlapping of functions, uneconomical
utilization of human, material and financial
resources, and undue burden to barangay
officials. Hence, rendering these bodies and
institutions non-functional.
Rationale
There are only (2) very important
committees in the barangay namely: Peace
and Order, and Development. All other
concerns relative to the welfare of the
barangay would fall into any of the said
committees.
It is through the expanded BPOC and BDC
that a system of coordinating the efforts of
the anti-crime bodies, different
development institutions and citizens’
participation can be established and
maintained.

COMPOSITION, FUNCTIONS AND RESPONSIBILITIES OF THE
EXPANDED BARANGAY DEVELOPMENT COUNCIL

Functions:
1. Mobilize people’s participation in local development functions
efforts;
2. Prepare Barangay Development Plans based on local
requirements;
3. Monitor and evaluate the implementation of national or local
programs and projects; and
4. Perform such other functions as may be provided by law or
competent authority.
 
Composition:
Members of the Sangguniang Barangay;
Representatives of non-governmental organizations operating in
the Barangay, who shall constitute not less than ¼ of the
members of the fully organized council;
A representative of congressman.

COMPOSITION, FUNCTIONS AND RESPONSIBILITIES OF THE
EXPANDED BARANGAY PEACE AND ORDER COMMITTEE

Functions:
1. Monitor and coordinate the implementation of Peace and Order
programs and projects at the Barangay level;
2. Serves as an information-gathering mechanism;
3. Monitor and check the nefarious activities of criminal elements;
4. Identify barangay constituents with strong deviant behavior for
referral to appropriate authorities;
5. Maintain continuing dialogue, close coordination and rapport with the
higher levels of peace and order and public safety in the area of
responsibility;
6. Formulate plans and recommend such measures which will improve or
enhance peace and order and public safety in their area of
responsibility;
7. Monitor, coordinate and supervise the operation of all community
based anti-crime movements within the barangay;
8. Make periodic assessment of prevailing peace and order situation in
their respective areas of responsibility and submit report with
appropriate recommendations to the higher level Peace and Order

 Chairman of the Sangguniang Kabataan
 Member of Lupon Tagapamayapa to be designated by
the Punong Barangay
 Barangay Tanod to be designated by the Punong
Barangay
 Public School Teacher to be designated by the school
principal
 Representative of Interfaith Group
 A Senior Citizen
 At least three (3) members of existing Barangay-Based
anti-crime or Neighborhood Watch Groups or NGO
representative well-known in his community
 A PNP Officer (to be designated by the Chief of Police of
