• A tool to ensure that programs and
projects undertaken by the
government in their various stages
are gender responsive.
What is
the HGDG? • The formulation and development
of the HGDG was initiated by NEDA,
NCRFW, ODA-GAD Network with
funding assistance from UNDP and
ADB in 2004 to ensure that
programs and projects of the
government (from design to M&E)
are gender-responsive

Who are expected to use the
HGDG?
• Program officers as part of their regular functions; the
HGDG checklists encourages them to ensure GAD is
integrated in the design, implementation and M&E of
program and projects they are implementing; and

• GAD Focal Point System Members: the checklists serves as


guide to enhance program documents, determine activities
that could be included in the next GAD plan and budget
and how much of the cost of major or flagship programs
can be attributed to the GAD Accomplishment Report.

Features of HGDG
The HGDG consists of 4 parts:

PART 1 - Program/Project Development Guidelines (Generic)- Set of


guidelines in the form of questions which can be applied to project
development in general regardless of sector or project type

Part 2 – Sector Specific Design Guidelines - Set of guidelines for the


development of sector-specific programs or projects

Part 3 – Program/Project Implementation, Management, Monitoring &


Evaluation - Guidelines for the management, implementation,
monitoring and evaluation of development projects.

Part 4 - Funding Facilities Implementation, Management, Monitoring and


Evaluation-Guidelines for the management, implementation and
monitoring and evaluation of projects funded under aid modalities

What are Design Checklists?
Consists of different colored pull-outs for 19 sectors
(boxes 9-15; 18 to 27 and B1), one for funding facilities
(F1) and generic checklist (7a&b)

Used to measure gender-sensitivity of program design


documents such as concept papers, activity proposals,
etc.

Maximum points for Design Checklists: 20 pts

When to Use to the Sectoral
Checklists?
• Evaluating the gender-sensitivity of the design
of a major or flagship program pertaining to a
sector
 If the program is not related to a specific sector, then
the Generic Checklist 7a & 7b may be used
Attributing the cost of a major or flagship program to
the GAD Plan and Budget based on the validated score

When to use the Funding
Facilities Checklists?
When designing and appraising the gender-
responsiveness of funding mechanisms and aid
modalities

The Funding Facilities Checklists consists of Box F1


(Checklist for Designing and Evaluating Facilities) and
Box F2 (FIMME)

For projects that will be submitted to the Facility or


trust fund, the sector-specific GAD checklists shall
apply 16

Designing and Evaluating Facilities (Box F1):

2. Identification of gender issues that are relevant to
the facility design (2 points);
3. Gender equality goals, outcomes and outputs (2

4. Matching of strategies with gender issues or GAD
goals (2 points);

to 2c) under “Response” to signify the degree
to which a project proponent has complied
with the GAD element: under col. 2a if nothing
has been done; under col. 2b if an element,
item, or question has been partly complied
with and under col. 2c if an element item, or
question has been fully complied with.

For Element 1.0, a “partly yes” to Item 1.1 means meeting with male officials and only a
woman or a few women who also happen to be officials in the proponent or partner agency
or organization; or with male and female officials and some male beneficiaries.

In contrast, full compliance involves meeting with female and male officials and consulting
other stakeholders, including women and men that may be affected positively or negatively
by the proposed project.

A “partly yes” to Item 1.2, on the other hand, means inputs or suggestions may have been
sought from woman and man beneficiaries but are not considered at all in designing project
activities and facilities. 24
WHAT DO THE RATINGS MEAN?

Gender-Sensitive

Gender-sensitive programs / projects recognize and


acknowledge differences in roles, needs, and
perspectives of women and men, possible
asymmetries in their relationship, and the possibility
that actions or interventions will have different effects
on and results for women and men based on their
gender, but do not actively seek to address these
issues.
