PSF 101
• Republic Act 10174, amended the Climate Change Act of
2009 by adding a climate finance feature
• A special fund in the National Treasury for the financing
of adaptation programs and projects based on the
National Strategic Framework for Climate Change
• Allocation of at least Php1,000,000,000 in the General
Appropriations Act (GAA)
• Accepts proposals from LGUs and accredited local/
community organizations

ADAPTATION MITIGATION

Some Examples
• Adaptation activities, wherein sufficient information is available to

• Improvement of monitoring of vector-borne diseases triggered by
climate change.; improving disease control and prevention
• Forecasting and early warning systems as part of preparedness to
CC
• Support to institutional development for preventive measures,
planning, preparedness and management of impacts
• Strengthening/ establishment of regional centers and information
networks.
• Guarantee for risk insurance needs for farmers, agri. Workers and
other stakeholders
• Community adaptation support programs
PSF 101: Accessing PSF
• Already announced the “call for proposals” on October 28,
2015
• Two calls per year: April to June; October to December
• Pro-forma approach, templates are provided
• No funding cap
• Counterparting is not required, but encouraged.
• Fund is secured and ready for access
• New perspectives on proposals: systems and “shared
resources”
• Final approval will come ONLY from PSF Board
• Window for revising submitted proposals

Stage I: Upon submssion
• Letter of Intent
• Project Proposal (including Results Framework and
Work and Financial Plan)

▫ CCA-DRR-enhanced Comprehensive Land Use Plan
▫ Hydro-met hazard maps & climate projections
▫ Risk or Vulnerability Assessments
• Annual Investment Plan/ Local Development
Investment Program
Stage II: Before approval
• Audited Financial Statement covering the last
three (3) years;
• Certificate of No Derogatory Record of the
officials/board/members/other document that
reflect the same purpose;
• Proof of consultation with stakeholders for the
project development (i.e., previous resolutions
discussing the project, photos, minutes of
meeting, and other documents can provide the
said, with proper labels);
Stage II: Before approval
• Engineering design, where appropriate;
• Sex/ Gender-disaggregated data of the
beneficiaries;
• Organizational Structure (with
Officials/Board/Members updated General
Information Sheet); and
• All other necessary documents as may be
required by the PSF Secretariat upon evaluation
of the proposal.
Stage III: Before Disbursement
• Sanggunian Resolution affirming the interest of
the LGU to apply and authorizing the chief
executive to enter into an agreement with the
Board for the implementation
• Administrative Order/Executive Order creating
the LGU/ Community Organization Project
Implementation and Monitoring Team
• Environmental Compliance Certificate (ECC) or
Certificate of Non-Coverage (CNC), whichever is
applicable
• Documents as required by the MDFO
• Other documents as may be required by the PSF
