The Effectiveness of

Segregation Bins
in Three Sectors
in Iloilo City
INTRODUCTION
Statement of the Problem

How effective are the

segregation bins placed in the
selected school, mall, and
barangay of Iloilo City?
Objectives
This study specifically aims to:
1. Identify the primary problems with regards to
solid waste management.
2. Determine the performance level of the
government in terms of implementing policies.
3. Identify how the trash bins in the selected
areas are segregated (name of trash, color,
etc.)
4. Recognize the factors which influence the
people in throwing garbage in the proper
segregation bins.
Objectives
5. To identify qualitatively and
quantitatively how effective the
segregation bins in terms of correctly
thrown trash.
6. Find out if there exists a significant
difference between the segregation bins
in selected target areas.
7. Find out if there is a significant
difference on the awareness of the
government policies with regards to solid
waste management when variables are
grouped according to age and sex.
Objectives
8. Find out if there is significant
difference on the obedience of waste
management policies when variables are
grouped according to age and sex.
9. Find out if there is significant
difference on the preference for trash
bins when variables are grouped according
to age and sex.
10.Recommend alternative solutions for the
management in commercial, household and
institutional sectors for improving the
public’s manner regarding waste problems.
Statement of the Hypotheses
1. The segregation bins in all the subject
areas are not effective.

2. There is no significant difference on the

awareness of the government policies with
regards to solid waste management when
variables are grouped according to age and
sex.
Statement of the Hypotheses

3. There is no significant difference on the

obedience of waste management policies when
variables are grouped according to age and
sex.

4. There is no significant difference on the

preference for trash bins when variables are
grouped according to age and sex.
Significance of the
Research
• In compliance with the Republic Act 9003
known as the Philippine Ecological Solid
Waste Management Act of 2000 and
• For the prevention of the worsening of
Climate Change and of compliance to SP
Regulation Ordinance 147.
• Economic concern
• Help benefit the management of the school,
mall, and barangay regarding their waste
programs
Scope and limitation
• Commercial (mall), institutional
(UPV), households (Brgy. San Felix,
Ybiernas)
• The researchers were not allowed to
investigate the trash cans of the
target malls.
• Target sectors were chosen based on
convenience
• Time constraint
• Certain trash cans in UPV which do
not observe the segregation policy
METHODOLOGY
Variables measured
• level of awareness and cooperation of the
public with regards to waste segregation
• the percentage of correct garbage thrown
in the proper bins
• the sample size of the respondents
• the utilization of segregation bins as
compared to ordinary trash bins in the
sample institution.
Method of Data Gathering
• Primary data
– Multi-stage sampling
– Semi-structured survey method
– observation on trash thrown in trash bins

• Secondary data
– RA 9003
– Other thesis samples
– Newspaper articles
– Sources from the Internet
The researches have different
methodologies in each sector: UPV –
survey, and quantitative trash
observation. Atrium – quantitative trash
observation. Brgy. San Felix, Ybiernas –
survey and qualitative trash
observation.

Multi-stage sampling
1st stage – purposive sampling
2nd stage – convenience sampling
3rd stage – simple random sampling
Methodology
Sampling procedure
Out of 855 students in UPV-CM, 132
students were selected as sample. From the
sample student respondents, the 132 was
divided into each course (marketing,
management, and accountancy) and each year
(1st to 5th yr). Then, the sample students
are randomly chosen. Out of the 320
households, 105 were chosen as sample. The
households are then picked randomly.
Accuracy test
The researchers also observed and list the
trash thrown in the segregated bins of
UPV-CM and in the Atrium mall. The trashes
thrown are tallied and are determined if
they are correctly thrown in the proper
bins.
Questionnaire format
• demographic profile of the respondents
which include their names (optional), age,
sex, number of years in school, number of
years in the barangay

• identifies the problem being faced by the

respondent with regards to solid waste
segregation and management
Questionnaire format
• checks if whether the respondent is aware
of the policies on segregating wastes in
the area and if he/she is following these
or having difficulty with the process of
throwing the garbage to the corresponding
bin

• preference of respondents towards having

segregation or not and the mode and style
of segregation
Questionnaire format
• level of influence regarding the
respondents’ manner towards waste
segregation
Possible sources of Bias
• Convenience strategy
• Lack of variety of answers ( 1 target
group per sector only)
Data Analysis
• Slovin’s formula
• ANOVA
• Accuracy test (degree of correctness)

Overall the segregation bins are still
effective
The researchers observed that Brgy. San
Felix has its own Material Recovery
Facility (MRF). The mixed garbage is
gathered on an open dumped area where the
garbage thrown is not segregated. There is
no fixed schedule for the collection of
the garbage in the area.
The segregation policy is not well observed
by the households of Brgy. San felix.
Criteria for accuracy test
• 25%-below – poor
• 26%-50% - average
• 51%-75% - good
• 76%-above – excellent

Findings show that UPV indicates that Indi-

madunot is 76% correct (excellent),
Madunot is 49% correct (average), Mapuslan
is 26% (average). On the other hand,
Atrium Mall indicates that Recycle is 38%
(average), Garbage is 35% (average), and
Compost is 25% (poor).
ANALYSIS
Effectiveness of segregation bins
in the institutional sector (UPV)

The researchers found out that

waste segregation is effective
in UPV-CM because of its good
percentage of accuracy of
garbage thrown in almost all
the bins except for “Mapuslan”
bin.
Effectiveness of segregation bins
in the commercial sector (Atrium)

The researchers found out that the

segregation bins in the Atrium mall
are not effective considering a low
percentage of accuracy of garbage
thrown in all its bins.
Effectiveness of segregation bins
in the household sector(Brgy. San
Felix)
• Barangay San Felix practices waste
segregation as mandated by the local
government of Iloilo City. The government
through J.S Layson collects the waste of
the households in the barangay. The
barangay has its own Material Recovery
Facility (MRF) which serves as the waste
collection facility which has 2 colors,
yellow and green where segregated wastes
are placed.
Effectiveness of segregation bins
in the household sector(Brgy. San
Felix)
Presently the government imposes a policy to
collect only specific type of waste on a
particular day. The collected segregated
wastes from the households are then placed
in the MRF by the collectors to be picked
up later by the garbage truck. The
household cited the problems such as
inconsistency in the collection schedule
from the government particularly J.S
Layson and garbage collectors, creating
problems such as the proper identification
of the right time to throw the garbage by
the households.
Effectiveness of segregation bins
in the household sector(Brgy. San
Felix)
The household also identified that the
current policy by the government to
collect only specific type of waste on
particular days causes problems such as
continuous increase and accumulation of
the waste that are not collected due to a
specified collection day. The continuous
increase in this uncollected waste makes
it vulnerable to other elements such as
animals and insects thus causing more
problems.
Effectiveness of segregation bins in
the household sector(Brgy. San Felix)
• Based on the results from the survey
conducted the households are
practicing proper waste segregation as
stated in table 1.1 inside their
respective residences.
• However table 1.2 showed that the main
problem of the residents in the
barangay is the improper disposal of
wastes or littering.
The problem was due to lack of
accessible trash bins in the barangay.
Awareness of the government
policies and programs

Most of the respondents from the barangay

are aware of the government policies
regarding solid waste management in the
city as shown in table 1.14 where 69 out
of 75 respondents stated this claim. The
student respondents are also aware of this
government policies where 122 out of 132
respondents as stated in table 1.8 claimed
awareness of these policies. However, some
of the respondents do not necessarily
follow these policies.
Awareness of the government
policies and programs

The respondents from the barangay are aware

of the garbage collection schedule however
there is a collection time inconsistency
on the part of the garbage collectors(J.S
Layson).
In school, even though most of the
respondents are aware of the government
and school policies there are still some
who do not follow the proper disposal of
garbage such as not throwing specific
waste in the correct labeled trash bins.
Government performance in terms of
implementing Solid Waste Management
Policies

Table on government rating shows that the

respondents from households in barangay
San Felix, and students rated the
government’s performance on average
ranging from 4 to 7 from a rating of 1 to
ten with one as the highest and ten as the
lowest.
Government performance in terms of
implementing Solid Waste Management
Policies

Out of 132 respondents from the students 80

or 60.61% rated the government performance
on average ranging from 4 to 7 under the
13 to 19 age bracket.
For the household respondents 22 or 22.67%
under the age bracket 20 to 35 also rated
the government’s performance on average
ranging from 7 to 8 out of 1 to ten rating
with one as the highest and ten as the
lowest.
Preferred Mode of Waste
Segregation

Respondents from the households in the

barangay and students prefer segregated
bins as a mean to collect their wastes
rather than only having one trash bin.
Table 1.10 shows that 124 out of 132
student respondents prefer segregated bins
for easy recycling. 57 out of 75
respondents household respondents from the
barangay also prefer segregated bins for
easy segregation as stated in table 1.16.
RECOMMENDATIONS
The researchers recommend that for the two
sectors (institutional and commercial)
to improve their segregation bins, the
name should be place above the trash.
The font of the garbage bin name should
also be enlarged. The number of
materials which belong to the category
should also be reduced to avoid
confusion. Moreover, pictures should
also be added so that it could be easily
be followed.
In the case of the barangay, a
stricter rule should be enforced to
have a better solid waste management.
A meeting of the barangay officials
and garbage collectors regarding the
official time to collect trash should
also be discussed. The government
should also investigate and review
the performance of who do not follow
waste segregation policies which can
cause environmental problems.
Ultimately, the segregation bins
are there to serve their purpose
of a better solid waste
management. The more controlling
force still falls to the person’s
attitude of throwing their waste.
