Aerodrome Safeguarding
• A process undertaken by airports to
ensure that any development or activity
taking place within the vicinity of the
aerodrome does not adversely affect the
safe and efficient movement of aircraft.
• A legal requirement under both ICAO and
National Regulations.

Purpose of Aerodrome Safeguarding
• The airspace around aerodromes is to be maintained
free from obstacles
– so as to permit the intended aeroplane operations at the
aerodromes to be conducted safely and
– to prevent the aerodromes from becoming unusable by
the growth of obstacles around the aerodromes.

• This is achieved by establishing


– a series of obstacles limitation surfaces that define the
limits to which objects may project into the airspace,
– regulating the construction of build environment around
the airports and active monitoring by the concerned
airport.

Control and Monitoring by the
Airport Management
Rule 12 of GSR 751E :
• Responsibilities of local authorities and airport operators.–– (1)
For the effective verification, monitoring and controlling the
obstructions around the airports, it shall be the responsibility of the
Local, Municipal or Town Planning and Development authorities
and the airport operator to ensure that the height of the
structures and their locations are in accordance with the approved
building plans and the No Objection Certificate issued by the
concerned designated officer.
• (2) For the purposes of sub-rule (1), the Local, Municipal or Town
Planning and Development authorities and
• the airport operator shall develop appropriate mechanism with
necessary trained manpower and equipment so as to verify the
height of the structures, site elevations and site location or
coordinates in World Geodetic System 1984 (WGS84).

Rule 15 – Procedure in case of violations

The cases of violations where the height of


any existing building, structure or tree on
any land within the limits specified in rule 4
exceeds the height specified in Schedule I
and Schedule II, or any other violation
arising out of non-compliance of the
provisions of these rules, shall be dealt in
accordance with the provisions of the
Aircraft (Demolition of Obstructions caused
by Buildings and Trees etc.) Rules, 1994.

Rule 4 – Restrictions on constructions, erections, trees, etc.

• The level roads and level railway


lines within one kilometer of the
(4) airport boundary wall shall also be
subject to issuance of the No
Objection Certificate.

Rule 6 – Issuance of Colour Coded Zoning Map

The Colour Coded Zoning


Maps (CCZM) shall be issued
by the Airports Authority based
on the latitude & longitude of
the area in respect of civil
aerodromes which shall
indicate through different
colour coded grids, the
permissible heights in the areas
around the airport, falling
within the radius not exceeding
twenty kilometers from the
Aerodrome Reference Point.
The CCZM shall be available
at AAI website

Rule 7 (1) – Approval for construction of buildings,
structures, etc.

After considering the No Objection Certificate issued


by the designated officer or the authorised officer, the
concerned Local, Municipal or Town Planning and
Development Authorities shall approve the construction of
buildings or structures not exceeding the Permissible Top
Elevation. Local, Municipal or Town Planning and
Development Authorities shall also consider the existing
building regulations or bye-laws or any other law for the time
being in force before approving the construction of buildings or
structures.

Rule 7 (2) – Approval for construction of buildings,
structures, etc.

In cases of aerodromes where the Colour Coded Zoning Maps


has been issued, the Local, Municipal or Town Planning and
Development authorities shall, in accordance with the height
specifications provided in such Colour Coded Zoning Maps,
approve the construction of the structures, as per the existing
building regulations or bye laws or any other law for the time
being in force:

Provided that no such approval shall be given by the Local,


Municipal or Town Planning and Development authorities for
sites which lies in approach, take off and transitional areas of an
airport or in any other area, marked in the Colour Coded Zoning
Map for the compulsory obtaining of No Objection Certificate
from the designated officer or authorised officer.

Rule 7 (3) & (4) – Approval for construction of buildings,
structures, etc.

• The Local, Municipal or Town Planning


and Development authorities shall certify
on the sanction plan that the Floor Space

indicated in the Colour Coded Zoning
Map for the given site.

• The Local, Municipal or Town Planning


and Development Authorities shall submit
the details of structures approved under
(4) sub-rule (1) and sub-rule (2) to the
concerned designated officer or the
authorised officer within a period of thirty
days from the date of such approval.

Rule 8 – Clearances for siting towers of fixed wireless
stations.

• The clearances in respect of siting towers


of fixed wireless stations shall be issued
by the Standing Advisory Committee on
Radio Frequency Allocation (SACFA) of
(1) the Ministry of Communication &
Information Technology, Government of
India, taking into consideration the heights
above mean sea level specified in the
Colour Coded Zoning Map.
• The Standing Advisory Committee on
Radio Frequency Allocation (SACFA) of
the Ministry of Communication,
Government of India, shall submit the
(2) details of siting towers of fixed wireless
stations approved under sub-rule (1) to the
concerned designated officer or the
authorised officer within a period of thirty
days from the date of such approval. 19
Rule 9 – Processing of No Objection Certificate cases

• Processing of NOC cases in respect of civil aerodromes


shall be carried out at nine Airports Authority offices one
(1) each at Delhi, Kolkata, Mumbai, Chennai, Guwahati
Hyderabad, Bengaluru, Ahmedabad and Nagpur airports.

• The designated officer available at the offices specified in


sub-rule (1) shall be responsible for the processing of
applications and issue of No Objection Certificate and/or
(2) issue authorization for issuance of NOC for height
clearance by concerned designated officer with respect to
the civil aerodromes.

• A Panel of Chartered Engineers and Surveyors may be


assigned by the Airports Authority to carry out physical
(3) verification of details of Site Elevation and Coordinates
as submitted by the applicant. The expenses of the same
shall be borne by the applicant.

• The officer in-charge of the corporate office at the


headquarters of the Airports Authority in New Delhi
(4) shall supervise the functioning of the regional and
station level offices. 20
Rule 10 – Duties of designated officer

• The designated officers, specified in


Appendix M of Schedule VIII, shall be
responsible for issuance of No Objection
Certificate in respect of civil aerodromes
(1) and shall coordinate with the respective
Local, Municipal or Town Planning and
Development authorities in granting
approval for construction of buildings or
structures.

• The designated officer shall forward


the copy of NOCs issued by him
(2)
under sub-rule (1) above to the
concerned airport operator and
respective Local, Municipal or Town
Planning & Development authorities.

Rule 12 – Responsibilities of local authorities and airport
operators

• For the effective verification, monitoring


and controlling the obstructions around the
airports, it shall be the responsibility of the Local,
Municipal or Town Planning and Development
authorities and the airport operator to ensure that

the height of the structures and their locations are
in accordance with the approved building plans
and the No Objection Certificate issued by the
concerned designated officer or the authorised
officer.

• For the purposes of sub-rule (1), the Local,


Municipal or Town Planning and Development
authorities and the airport operator shall develop
appropriate mechanism with necessary trained
(2) manpower and equipment so as to verify the height
of the structures, site elevations and site location or
coordinates in World Geodetic System 1984
(WGS84).

Rule 13

Procedure to be followed in case of State owned


and private airports not licensed by Directorate
General of Civil Aviation

Rule 15 – Procedure in case of violations

Colour Coded Zoning Maps
(CCZM)
• AAI has issued CCZM for all important
cities and supplied to local bodies.All the
CCZM issued so far by AAI have been
integrated in NOCAS. Any height
determination/ NOC application where
requested height is below the height
permitted in CCZM will be auto settled. In
such cases of “Auto Settlement”, NOC
will be issued to applicant within minutes
of filing the application.

OBSTACLE

Section (3) Where any notification has been issued under sub-section (1)
directing the owner or the person having control of any building,
9A structure or tree to demolish such building or structure or to cut
such tree or to reduce the height of any building, structure or
tree, a copy of the notification containing such direction shall be
served on the owner or the person having the control of the
building, structure or tree, as the case may be,-

(i) by delivering or tendering it to such owner or


person; or
(ii) if it cannot be so delivered or tendered, by
delivering or tendering it to any officer of such owner
or person or any adult male member of the family of
such owner or person or by affixing a copy thereof on
the outer door or on some conspicuous part of the
premies in which such owner or person is known to
have last resided or carried on business or personally
worked for gain; or failing service by these means;
(iii) by post.
