What is R.A. 7394?
• RA 7394 is the Consumer Act of the
Philippines which took effect on July 15,
1992
It is the policy of the State to protect
the interest of the consumer, promote his
general welfare and to establish
standards of conduct for business and
industry.

Right to Safety
• Protection against the marketing of
goods or the provision of services that
are hazardous to health and life.
Right to Information
• Protection against dishonest or misleading
advertising or labelling and has the right
to be given the facts and information
needed to make an informed choice.
Right to Choose
• The right to choose
from among various
products at
competitive prices
with an assurance
of satisfactory
quality
Right to Representation
• The right to express consumer interests
in the making and execution of
government policies.
Right to Redress
• The right to be
compensated for
misrepresentation,
shoddy goods or
unsatisfactory
services.
Right to Consumer Education
• The right to
acquire knowledge
and skills
necessary to be
an informed
customer.
PRACTICES OF SELLERS THAT
VIOLATE THE RULES OF THE LAW
• The sale or offering for sale of any drugs
beyond its expiration or expiry date
(Article 40)
• Receiving in commerce any mislabelled
hazardous substance or banned hazardous
substance (Article 46)
• Deceptive act or practice by a seller or
supplier in connection with a consumer
transaction (Article 50)
• Imitating any characteristic
sign used to indicate that
such instrument of weight
or measures has been
officially tested, calibrated,
sealed or inspected
(Article 64)
• Offer any consumer products for retail
sale to the public without an appropriate
price tag, label or marking publicly
displayed to indicate the price of each
article (Article 81)

• Receiving an illegally imported product which
has been banned or withdrawn in the country
of manufacture (Article 15)
• Buying any consumer product which has
been declared as banned by a rule in
this Act (Article 18)
• Refilling of written
prescription of drugs
without the authorization
of a practitioner licensed
by law (Article 30)
• The use of severely restricted drugs
without the prescription from accountable
individuals (Article 32)
• Distribution of any drugs or device without
the license from the Department required in
this Act (Article 40)
