GUIDELINES IN CASES OF VEHICULAR ACCIDENTS,
TRAFFIC INFRACTION AND DURING CHECKPOINTS
INVOLVING COMMERCIAL ARMORED VEHICLES
SERVICING BANKS AND OTHER FINANCIAL INTITUTIONS
REFERENCES:

• Republic Act No. 5487, as amended and its Implementing


Rules and Regulations (IRR)

• PNP Integrated Plan Against Bank Robbery/Armored Van


Hold-up; and

• Joint Anti Bank Robbery Action Committee (JABRAC)


Agreement
BACKGROUND:

• The PNP recognizes the need to establish and adopt a


plan to discourage and prevent would be criminals
victimizing banks and commercial armored vehicles.

• As a target hardening measure, this Standard Operating


Procedure (SOP) was conceptualize to established
procedures in handling incidents of traffic violations
and/or checkpoints involving commercial vehicles.
PURPOSE:
• Prescribe the system in handling of commercial armored
vehicles in cases of:
 Traffic Violations;
 Accidents; and
 Checkpoints.

• Prioritize the safety of the public in cases of accidents


involving commercial armored vehicles;

• Establish operational security to avoid exposing commercial


armored vehicles to risky situations.
SCOPE:
• The SOP shall apply to commercial armored vehicles deployed
by:

 Private Security Agencies (PSAs);


 Company Guard Forces (CGFs); and
 Government Guard Units (GGUs).

• This shall be implemented by the PNP in coordination with


local government units.
POLICIES
Licensee/Operators/Owners of PSAs, CGFs and GGUs shall ensure the driver
has two sets of photocopies of the following documents:

For Traffic Violations and Accidents: For Checkpoints:

1. Certificate of Registration 1. Duty Detail Order (DDO)


2. Official Receipt 2. Bank and Armored Guard License;
3. Insurance Policy and
4. Calling Card of the Agency/Appropriate 3. Firearm’s License
Officer; and
5. Valid Driver’s License
POLICIES
For easy identification, Licensee/Operators/Owners of PSAs, CGFs and
GGUs shall post identification markers (painted/sticker) on their commercial
armored vehicles.

Design, color and location of markings shall be both approved by all
associations and concurred by PNP through CSG-SOSIA

Accidents Resulting in Damage to Property

If Armored Vehicle is Loaded

• Driver shall stop immediately and politely explain to the other party the urgency to proceed
to destination;
• Hand over required documents through the gunport;
• The vehicle shall then proceed to Traffic division/Section of the Police Station in the area
and settle the matter after the delivery of its load.

If Armored Vehicle is NOT Loaded

• Driver shall stop the vehicle immediately and settle the matter with the other party.
• The driver shall hand-over the required documents and advise the other party to contact the
commercial armored vehicle service company and/or bank.

Accidents Resulting in Death or Physical Injury

• Coherent with the traffic investigation. Involved Armored vehicle should


not be moved nor disturbed from it’s final rest after collision.

• Immediate medical attention to victim/s is paramount, the crew should


endeavor to bring them to the nearest hospital using any available
means of transportation, other than the involved commercial armored
vehicle, except in cases when there is no other transportation available

• The crew/driver shall immediately call for police back-up to ensure the
security of the loaded commercial armored vehicle pending conduct of
investigation.
PROCEDURES
INVOLVEMENT IN TRAFFIC VIOLATION
If Armored Vehicle is Loaded

• Driver shall stop immediately and hand over required documents through the gun port
without alighting from the vehicle and explain politely the urgency to proceed in their
destination;

• The vehicle shall then proceed to Traffic division/Section in the area and settle the matter
after the delivery of its load.

If Armored Vehicle is NOT Loaded

• The driver shall immediately stop and submit himself for proper investigation.

• The police/traffic personnel shall ensure the safety of the crew and the commercial armored
vehicle during the investigation.
PROCEDURES
CHECKPOINT

• When Flagged at a PNP/AFP Checkpoint. The driver should pull-over and


communicate through the commercial armored vehicle’s gun port and hand over the
required documents;

• After checking the completeness of the documents, the officer in charge of the
checkpoint should return the documents and allow the safe passage of the
commercial armored vehicle
SANCTIONS

Without prejudice to the filing of applicable criminal action, any PSA,


CGF and GGU commercial armored vehicle provider found violating
any of the above provisions shall be held liable in accordance with the
provisions of RA No. 5487, as amended and its Implementing Rules
and Regulations.
