Evolution, Implementation and the Road Ahead

Genesis
   CDAC (Then ER&DC) conducts a seminar on E-Governance in December 2001 Officials from 40 Govt Depts/ organisations participated Focus on the technologies and trends in Networking and Data centre, in the context of needs of the state.

Recommendation
 

Kerala needs to have a Data Centre for E-Governance and a backbone network across the state Free bandwidth from the bandwidth providers as per ROW agreement to be made use of

WHY COMMON INFRASTRUCTURE?


Many departments have formulated plans for setting up independent communication networks, which is a costly proposition Common network infrastructure will save cost and time of individual departments Departments have to set up separate data centres for their E-Governance programmes Common data centre will save cost and time of individual departments - AC, DG, UPS, backup, mass storage, Precision AC,24 hour maintenance Free bandwidth offered by bandwidth providers to Government not utilised Common network aggregates the bandwidth from the bandwidth providers and make available to Govt departments Most of the Government websites hosted abroad in private party s names The websites can be hosted at the E-Governance center Other applications like online election results, entrance counseling etc

Dept of IT organised a workshop on 12 May 2004, to identify the network requirements of Departments Some of the departments are in the advanced stage of E-Governance initiatives, which require immediate connectivity to the district level and beyond

SWAN Guidelines from DIT ,GOI


DIT released guidelines for setting up SWAN in August 2004
Funding support for district and block connectivity 5 year management included 2 Mbps network upto blocks Equipments to be funded by DIT, GOI Civil, electrical works, bandwidth cost, last mile to be State responsibility

Proposal presented before the Chief Secretary and other Govt Secretaries on 2nd September 2004 Proposal submitted to DIT, GOI in September 2004 Administrative sanction from DIT in April 2005

Centralised Network management Enterprise management/ monitoring system integrates various element management systems All the components are SNMP and MIB II compliant Web based monitoring with dedicated monitoring portals for each customer can be configured Availability of components, various performance parameters and traffic usage being monitored Offline reports on various parameters at various granularities Conformance to the SLA agreed upon by the operator verified through the reports from the monitoring system.
