Directorate
A group of persons chosen to govern the affairs of a corporation or other large institution. A committee having supervisory powers.

Electronic Government Directorate (Ministry of Information Technology, Pakistan) In October 2002 the Electronic Government Directorate (EGD) was established in pursuance to a decision of the federal cabinet. Converting the former Information Technology Commission, the Government formed the EGD as a cell within the Ministry of Information Technology. EGD (Electronic Government Directorate) is the project conceiving and execute arm of Government of Pakistan working under the Ministry of IT & Telecommunication. This group houses open and honest posts about EGD.

VISION:

Efficient and Responsive Public Sector to bring in Transparency in Government processes.

MISSION:

Its aim is to help public sector organizations in increasing efficiency, effectiveness and responsiveness with the use of information and communication technology. Its committed to build a robust e-government framework to make the government more responsive in delivering the public services to citizens and businesses.

ITS PROJECTS ARE

Online processing of hajj applications and status tracking arrangements for hajj. automation of prime minster secretariat Islamabad. E-office at ministry of IT and its replications to all division of federal government. E-Services at ministry of food and agriculture. E- Enablement of secant and national assembly of Pakistan.

EGD:
The EGD project assesses the needs of departments and ministries. It started with only the electronic workings of the departments but it will later be extended to provide online services to the public such as government forms, tax filing processes, health care applications, training and education. In April 2005, the EGovernment Strategy and 5 Year Plan document prepared by EGD was approved by the National EGovernment Council and then later in June 2005 was endorsed by the Federal Cabinet.

Basic Infrastructure: organize the basic infrastructure to all government
agencies.

This includes, an intraministry network, office automation software, and intraministerial communication.
All government agencies are to be connected to the Federal Government Data Center for interministerial communications and intranet services.

Common Applications:
A portfolio of applications that are common to many or all divisions has been identified. These are internal communication, human resources, budget, project management, document file management, and collaboration.

Standards:
An EGD Framework is under development and will be made accessible for all EGovernment projects so that reference architectures, standard methodology, best practices and lessons learned are influence at all projects.

A number of international satellite operators have already begun to provide highspeed Internet access. These services should be encouraged to overcome bandwidth limitations, not only in urban areas but also in the rural and suburban areas, for basic Internet connectivity.

Develop new ways to use IT to help solve the most pressing problems of human and economic development/education, health, poverty, rural development, and care for the environment.

Information technology policy

The Government of Pakistan approved the first national IT Policy in August 2000. Features of the policy regarding the role of IT in development cover such aspects as:

Include a compulsory, modern and uptodate computer literacy module in the matriculation curriculum for high schools.
Launch a scheme for providing lowpriced computers and Internet connectivity to universities, colleges and schools through a publicprivate sector initiative. Remove barriers to the induction of new technologies by the private sector to ensure the spread of communications. Encourage telecommunication companies and carrier network service providers to develop and upgrade rural telecommunications facilities.

Other ICT initiatives

Other ICT initiatives include the Pakistan Computer Bureau (PCB), which was established in 1971. In 2000, the Ministry of Information Technology was established and the PCB was attached to it. This unit has the following mandate: training of officers and staff in public sector organizations in IT; undertaking systems analysis, software development and implementation of computerbased systems; (Pakistan Computer Bureau, 2004).
