Labour Policy

Key Issues
To review and suggest measures for the promotion of the welfare of labour in the organized and un-organised sectors To review various labour welfare legislations, including elimination of child labour, identifying problem areas and constraints and to recommend appropriate re-orientation approach for elimination of child labour

To review the implementation of various labour laws, rules, acts and schemes and to identify the constraints, problem areas and suggest modifications and changes for their improvement To develop suitable policy package for women employees in the organized and un-organised sectors with reference to their problems and discrimination in the various structure and rate

To strengthen the information system on labour welfare, monitoring lockouts and strikes and to suggest infrastructural facilities for conciliation machinery To review the existing welfare schemes viz., insurance, health, pension and other schemes meant for labour and suggest measures for better compliance and coverage in the Tenth plan

To review the position regarding inter-state and intra-state migration of labour and analyse the trends and suggest appropriate measures to protect the migrant labour against exploitation and safeguard their interest and welfare To examine the present status of industrial relations in the state and role of the Government in maintaining congenial industrial relations

To review the status of implementation of various statutes dealing with labour welfare measures and suggest feasible courses to be adopted in the context of strengthening enforceability To review the status regarding labour participation in management in the different industrial sectors and give recommendations for appropriate role of the Government in this regard

To review and examine the impact and relevance of the existing statutes and measures on Exit Policy and Contract Labour Policy and suggest appropriate changes / modifications wherever necessary To assess the effectiveness of present level of compliance with reference to

To explore the possibilities of shifting the focus from conciliation to arbitration in labour disputes To suggest schemes for promotion of welfare of labour in organised and unorganized sectors

To evolve suitable policy to protect women employees in organised and unorganized sectors with reference to problems of discrimination To evolve suitable policy package for women employees in specific trades like Business Process Outsourcing, Information Technology enabled services and textile industries

To strengthen the unorganized boards for the sustainability in the review of welfare schemes viz., insurance, health, pension, education and other welfare schemes meant for labour and suggest to measures for better compliance To review the status regarding labour participation in management in different industrial sectors and give recommendations to the Government for making appropriate rules in this regard
