Malaysian Meteorological Department Vision
To be a world-class meteorological center
providing excellent services nationally and internationally.
Mission
We are committed to providing effective meteorological
and seismological services for improved protection of life, property and the environment, increased safety on land, at sea and in the air, enhanced quality of life and sustainable economic growth. One of MMD Objectives
To fulfill international obligations and to promote
the understanding and advancement of meteorological, seismological and tsunami sciences.
Malaysian Meteorological Department (MMD)
has and participated actively in a number of international/regional/bilateral cooperative programs International and Regional Cooperation/ Activities • WMO including WMO ESCAP Typhoon Committee – Share Vision on Mutual exchange of information and products and capacity building on weather, hydrology, and disaster preparedness and prevention. • Intergovernmental Coordination Group for the Pacific Tsunami Warning and Mitigation System (ICG/PTWS) and Intergovernmental Coordination Group for the Indian Ocean Tsunami Warning and Mitigation System (ICG/IOTWS) - free exchange of seismic data and information as well as capacity building International and Regional Cooperation/ Activities (2) iii) Kuala Lumpur Monsoon Activity Center – Hosting international conferences & Monsoon Reports iv) Active participations: WMO EC, WMO Climate Commission's Expert Team on Climate Monitoring including the Use of Satellite and Marine Data and Products, IPCC, Task Team for the development of the Strategic Plan for RA V, CAEM, ICG/PTWS and IOTWS, IGBP, APN for Global Change Research Activities International and Regional Cooperation
• Malaysia is receiving seismic waveform data
from USGS LISS server and IRIS Server through Internet in near real-time
• Malaysia is already linked with IRIS, USGS
and Australia through Internet and is contributing near real-time waveform data from its 3 broadband stations for regional and international exchange AMY (2007-2011) - cross-cutting initiative of coordinated observation and modeling effort as part of the International Monsoon Study (IMS), under the leadership of the World Climate Research Programme (WCRP)
- To establish hydro-meteorological prediction system,
particularly up to seasonal time-scale, through better scientific understanding of Asian monsoon variability
- Monsoon Asia Hydro-Atmosphere Scientific
Research and prediction Initiative (MAHASRI) Cooperation with ASEAN nations i) The ASEAN Sub-Committee on Meteorological and Geophysics (ASMC) - mutual exchange of data and information as well as knowledge, best practices and capacity building on weather forecasting and disaster risk reduction and hydrology as well as the seismic data and information and tsunami early warning (buoys over north of Sumatra and Sulu Sea) ii) Member of the Sub-regional Fire-Fighting Arrangements (SRFAs) for Borneo and Sumatra - Fire Danger Rating system (Canadian International Development Agency (CIDA)/ Canadian Forest Service) iii) ASEAN + 3, India, EU and Russia China i) Capacity Building programs - NWP, Radar meteorology, Seismology, weather modification ii) Cooperation in the implementation of the Mesoscale Numerical Weather Prediction Model (MM5) in Malaysia. - Capacity building in NWP - Implemented a Regional NWP model in MMD with CMA’s assistance - using data from Aviation Model of the National Center for Environmental Prediction (NCEP) USA via ftp download over the Internet Japan i) MMD and JMA exchange seismic and tidal data and information and capacity building ii) Cooperation in disaster management and preparedness iii) Cooperation in Seasonal Weather Prediction (with TCC) • Support the Integrated Climate Information and Products System (ICIPS) • ASEAN Compendium of Climatic Statistics – Japan- ASEAN Exchange Program Korea
i) Under the ASEAN + 3 framework
- capacity building in various fields related to climate and meteorology
ii) APEC Climate Center (APCC)
- sharing of climate model products India i) Training courses on meteorology - Advanced course on Meteorology - Agrometeorology
v) Training on various application of satellite
meteorology Australia i) Training courses on meteorology ii) Technical support on radar system CLIMATE MODELLING : Hadley Center, UK • August 2006 - to introduce PRECIS (Providing Regional Climate for Impact Studies) in the South East Asian Region for capacity building on Regional Climate Modeling. • to run the PRECIS simulation and analyze the resulting output to obtain a meaningful climate interpretation. • Various scenarios (SRES A2, SRES B2 and SRES A1B) are being simulated at the MMD using boundary data (HadAM3P and HadCM3) obtained from Hadley Center. • Regional level discussion involving PRECIS had been organized (Bangkok on 31/10/2007 – 02/11/07) to discuss the results obtained so far and to identify areas of improvement Availability of NWP Products
• NWP products such as ECMWF obtained from the
GTS • JMA NWP products obtained from the WMO distributed database managed by JMA • Many NMHSs also have NWP products on their home pages Conclusion • Benefited tremendously from the various cooperative activities with our regional counterparts and international programs, especially through the various capacity building activities and exchange of data and information. - These cooperation should be further enhanced for the mutual benefit of all the national meteorological agencies in our region - Proactive role to constantly review and reassess collaboration processes - multi-disciplinary approach in sharing of best practices and capacity building Komapsumnida/
