THE JAN LOKPAL BILL

Also referred to as the citizens ombudsman bill It is a proposed independent anti-corruption law in India This bill would create an independent ombudsman body called the lokpal (protector of the people) It would empower us to register can investigate complaints of corruption against politicians and bureaucrats without prior government approval.

In 2011 Anna started a Satyagraha movement Commenced into an indefinite fast at Jantar Mantar in New Delhi Demand: pass the bill! After a 4 day hunger strike, Prime Minister Manmohan Singh stated that the bill would be re-introduced in the monsoon session of the parliament

Government went on to propose its own version The activists rejected Reason: The bill was not sufficiently effective The activists called it a toothless bill

JAN LOKPAL BILL

Lokpal will have powers to initiate action or receive complaints of corruption from the general public.

DRAFT LOKPAL BILL

Lokpal will have no power to initiate action or receive complaints of corruption from general public. It can only probe complaints forwarded by the speaker of the Lok Sabha or the chairman of the Rajya Sabha. Lokpal will only be an Advisory Body with a role limited to forwarding reports to a Competent Authority.

Lokpal will have the power to initiate prosecution of anyone found guilty.

Lokpal will have police powers as well Lokpal will have no police powers and as ability to register FIRs. no ability to register an FIR or proceed with criminal investigations. Lokpal and the anti corruption wing of the CBI will be one independent body. The CBI and Lokpal will be unconnected.

Letter to the Prime Minister

On 28th July 2011 the union cabinet approved a draft of the Lokpal Bill, which keeps the PM, Judiciary and lower bureaucracy out of the ambit of the proposed corruption ombudsman Lokpal. Hazare rejected the governments version by describing it as a cruel joke and wrote a letter to the PM.

Why are you (government) sending the wrong draft? We have faith in the parliament. But first send the right draft. Our agitation is against government, not parliament. The government has overlooked many points. How ill it fight corruption by excluding government employees, CBI and PM from the Lokpals purview? We were told that both the drafts would be sent. But only the governments draft was sent. They are liars. Now I have no faith in the government.
