World War I, as it was being fought was one of the first total wars that the world has seen. Everyone and everything is a involved.

Espionage (1917) & Sedition (1918) Acts


The Espionage Act prescribed a $10,000 fine and 20 years' imprisonment for interfering with the recruiting of troops or the disclosure of information dealing with national defense. The Sedition Act made it a federal offense to use "disloyal, profane, scurrilous, or abusive language" about the Constitution, the government, the American uniform, or the flag. The government prosecuted over 2,100 people under these acts.

At the onset of World War I, the American federal army was made up of less than 200,000 men. Wilson enacted the SSA in order to increase the size of the US Army in order to challenge the Central Powers. By the end of WWI, some 24 million men had registered, and some 2.8 million had been drafted. In fact, more than half of the almost 4.8 million Americans who served in the armed forces were drafted.

Then as now there were, the experts agreed, three basic ways to raise the money:

Cost of War
John Maurice Clark estimated the total cost of the war to be $32 billion. That amounted to about 46 percent of Gross National Product (GNP) in 1918.

In 1914 Americans were netdebtorsto the tune of $2.2 billion. By 1919 Americans were net creditorsto the tune of $6.4 billion. New York becomes the chief financial center of the world. Many European civilians flocked to the United States for work as their countries fell into harsh recessions.
