Why ERC?
to improve quality of education to review and find ways of improving role of existing educational institutions to re-structure organizational structure at all levels. to meet public expectation and community participation in the education sector to find out means for more efficient financial and man power management

1. Structure of School Education: integration of 2 years Early Childhood Care and Education (ECCE) into formal primary education rationalization of small schools after proper school mapping review of unplanned expansion of secondary schools vocational education to be given priority and establishment of separate vocational schools

2. Concerns of curriculum: Hindi to be made compulsory from class V or VI to class X innovative approach to teaching of science and mathematics subjects through ABL re-development of curriculum of science and mathematics subject, provision of kits and laboratory art, health & physical and work education to be brought to the center stage of school curriculum

3. Teachers and teachers organizations:

capacity building of teachers under qualified teacher to be addressed through VRS professional training through a variety of modes and approaches for existing untrained teachers opportunity for upward mobility from lower cadre for headmasters and teachers lifting of ban on new recruitments and recruitment against vacant positions

establishment of a separate cell within MPSC to conduct recruitments for Education Department to increase science streams in higher secondary schools in order to have more science and mathematics teachers shortage in Hindi teachers to be addressed through making Hindi as compulsory subject upto Class X and including Hindi as an elective subject in higher secondary level

Rs. 50 lakh p.a. be allocated in a separate budget head for continuing professional development of teachers, etc. Teachers Welfare Fund to be established with initial corpus of Rs. 5 lakh a grievance redressal mechanism to be established at state, district and sub-district level

4. Rejuvenating higher and professional education: appoint a Task Force for rejuvenating higher and professional education, merger of non-viable colleges 20% of budget of higher education to be allocated for upgradation of infrastructural and instructional facilities in colleges Coordination Committee under the Chairmanship of Chief Minister to be set up to guide and monitor expansion of professional education

5. Vocational Education and literacy: establishment of at least one ITI in each district offering new vocational courses setting up of four additional polytechnics for improvement of vocational education 6. Private sector in education: private unaided schools to be continuously monitored through a panel of inspection to check exploitation of teachers

7. Educational governance in Mizoram: enhance status of SCERT at par with other wings of Deptt. of Education, curriculum development for pre-primary and elementary stages be bestowed under SCERT MBSE to be strengthened by identifying most competent persons for the position of the President, the Secretary and the Controller of examination rules specifying composition, functions and power of SMC to be framed Initiate appropriate action for constitution of Mizoram Education Service (MES)

8. Financing Education in Mizoram: encourage private sector to set up institutions of higher learning offering programmes not available in existing institutions 50% of fees from students to be retained in the concerned colleges for infrastructure maintenance, etc. percentage of expenditure on salaries to be brought down to 80% of the budget allocation in order to raise developmental expenditure to 20% increase budget allocation for education sector and ensure maximum utilization of central resources

ESTIMATED COST FOR IMPLEMENTATION to implement all the recommendations, an amount of Rs. 709.53 crores is estimated . unit cost is calculated as per existing norms available under various schemes of MHRD and as per Mizoram PWD SOR 2007 amended on 25th January, 2011 to take up as project and solicit financial help from MHRD and request DoNER/NEC as facilitator.

Implementation: Action taken so far


Group of Experts was set up to scrutinize, determine necessary action and prepare a road map for implementation of the report of the ERC. GoE submitted report classifying short term, medium term and long term action plan Short term issues need to be undertaken within 5 years, medium term issues in 5 to 10 years or when the goal of short term are accomplished whereas important issues but of a less urgent nature will be implemented within the long term

Progress made so far


Task Force and Monitoring Committee set up for implementation of urgent issues under short-term category. Sub-Committees for different tasks formed to submit report within July 2011. Source of funding from various agencies inside and outside the country is being explored by submission of concept notes and DPR
