Republic Act No. 7077:
I.

Citizen Armed Forces or AFP Reservist Act

To provide a force multiplier to the regular forces and ensure readiness to immediately respond to the call to service; II. To serve as a means of opportunity for the citizens to participate in safeguarding the security of the state and in socioeconomic development; and III. To promote and develop public support and awareness of the important role of the Citizen Armed Force as protector of the people and the state. MISSION Provide the base for the expansion of the AFP in the event of war, invasion or rebellion; to assist in relief and rescue during disaster or calamities; to assist in socioeconomic development; and to assist in the operation and maintenance of essential government or private utilities in the furtherance of the overall mission.

CITIZEN SOLDIER CATEGORIZED CLASSIFIED

Graduates of the ROTC First Category- able bodied basic and advance courses reservists 18 to 35 years who were issued orders as old, inclusive. enlisted reservists or Graduates of authorized reserve officers ; basic military training instructions and as a result thereof were issued orders as enlisted reservists or reserve officers; Ex-Servicemen and Second Category- able retired officers of the bodied reservists 36 to 51 AFP; Commissioned & Nonyears old, inclusive. Commissioned Officers of Affiliated Reserve Units and graduates of NDCP; and
Recognized WWII guerrillas honourably discharged from service ; Third Category- able bodied reservists who are above 51 years old.

A CLOSER LOOK AT THE ROLE OF AN AFP RESERVIST


AFP RESERVIST PROGRAM: base for the expansion of the AFP in the event of war, invasion or Provide the rebellion; To assist in relief and rescue during disaster or calamities; To assist in socioeconomic development; and To assist in the operation and maintenance of essential government or private utilities in the furtherance of the overall mission. The main function of Reservist Units is public service in support of the AFP mandate, manifested in the conduct of humanitarian missions, civic and environmental programs, and in its capability to respond and provide assistance in times of national or local emergencies, as well as in natural or manmade calamites and disasters;

NOLCOM CAMPAIGN PLAN UGNAYAN & THE UTILIZATION OF RESERVISTS Conduct support operations to establish a condition wherein the well-being of the people of Northern & Central Luzon are protected and enhanced. DESIRED END STATE: Felt governance at all rural barangays; improved delivery of services by LGUs and LGAs supported by other stakeholders; and degraded armed threat to the level of law enforcement. CONCLUSION
The role of the citizen soldier or AFP reservist has in the past been limited to the individual reservist units initiative, mainly involving medical missions and tree planting, without any coordinated or planned activities intended to address the security and welfare of our people, based on the needs and ground realities of the communities. The concept of CMO for which the reservist program was primarily intended was reduced to sporadic delivery of medical assistance and superficial contribution to environmental activities. The recent paradigm shift in the AFPs Campaign Plan embodied in the Internal Peace and Security Plan: BAYANIHAN, prompted a closer look at the citizen soldier and its potential contribution to the collective effort of all stakeholders in winning the peace. Under the current IPSP, civil military operation has been elevated to a purpose instead of just an activity, which further puts emphasis on the role of the citizen soldier. The intended participation of the citizen soldier in pursuit of NOLCOM Campaign Plan UGNAYAN, whereby a coordinated and deliberate role has been fashioned jointly by the various reservist units under the direction of NOLCOM, may well be the pioneering effort involving AFP reservists and can well serve as a model to other Commands and in the formulation of future Campaign Plans
