Step 1: Create Urgency


Need for fast and efficient generation and sharing of data. To reduce cost of handling the data. To efficiently integrate with other departments of the government. Threat, No Funding.

Step 2 : Form a Powerful Coalition


The senior management needs to accept the change and facilitate it. Key personnel should take charge of the situation. Proper team should be delegated for the work.

Step 3: Create a vision for change


An organization to control pollution and protect environment. Quick recognition and efficient solution of the problem.

Step 4: Communicate the vision


In the initial stages, using media like telecommunication and written memos to effectively communicate the changes in policy. Every employee to have a clear understanding of strategic changes in the functioning of the organization. The senior management should set a benchmark for employee behavior.

Step 5: Empowerment: The Just Do It approach.


Understanding the redundant factors that undermine the new vision: Dependence on paper based working. Lack of technical knowledge. Resistance to change in the organizational framework. Emphasis on the need for new policies: The advantages entailed. Encouraging free flow of ideas. Employee participation in formulation of new strategies.

Step 6: Generating Short Term wins.


To generate active interest in the workforce, keep short term goals. Actively work to achieve those goals Selecting few departments where the new policies are first implemented. Streamlining the process to achieve a paper-less department. Putting in place an attractive reward system. The rewards to act as an incentive for employees.

Step 7: Consolidation and Enhancement.


With the initial success, generating confidence among the employees to make further changes. Doing away with residual old policies, initiating a new line of thought. Hiring and promoting people with sound technical know-how. Initiate new projects Recording new data on Computer based databases. Making the organization more interactive by creating a virtual idea-sharing platform.

Step 8: Anchoring new approaches.


Enhancing performance by increasing focus on customer satisfaction and productivity. Effective leadership to facilitate this change. Establishing a co-relation between increased success of the organization and changes in policy that led to it: Putting up before and after performance stats and figures. The management to ensure that the new policies are implemented and followed in the long-run.

Conclusion
With proper planning and execution this institute can become paperless within five years. Ex:-Create more room and reduce off site storage costs. To achieve this, it is very necessary for the employees to believe in the organization.
