SIGNIFICANCE OF INVESTMENT 1.1 Reason for investment In the economic development strategy of Tay Ninh province, tourism entertainment industry plays an important role and is a place for cultural and historical exchange with Southeast Asia countries and the world. The construction of LEGEND tourist historical cultural area project is compliant with the development and integration process, contributing to maintaining the security and prosperity of the country. Major motivation and development structure of the historical monument area is the system of historical monument re-appearance and preservation projects, service-shopping area, entertainment and recreation area, so the formation and development of LEGEND tourist historical cultural area project is very essential for general development of Tay Ninh province in general in the short-term period as well as in the future.

Especially, the South has convenient position for the development of tourism industry and an increasingly developed economy, so demand for entertainment is also great, especially high-class sports, tend to develop, of which paintball is a new sports in Vietnam in general and the South in particular is very attractive to the youth, at the same time the tourist area present historical monuments of the South. The paintball area and tourist area has an area of 69 ha of total 146 ha of the historical monument re-appearance area.

3.2.2 Green tree, water surface zone

Area 479,550 m2 : A harmonious landscape, scenery with natural factors and construction works. The green tree zone with internal traffic system located along the mountain, canal terrain, and caricatural features as flowers trellis and rest shelters mainly using natural materials will bring pleasure.

INFRASTRUCTURE PLANNING

4.1 TRAFFIC: Technical level Internal road in the project site with following parameters: Hot asphalt concrete road: Technical level : level 30. Design speed Vtk = 30Km/h. Standard design load P = 12T. Cement concrete road: Designed according to internal road size.

SUBGRADING PLANNING: Subgrading solution is implemented according to architectural planning, earthworking volume is least, ensuring fastest water drainage, direction of water drainage is from the site to existing road. Backfilling slope is 0.2%.

4.3 WATER SUPPLY & DRAINAGE SYSTEM PLANNING: Volume of water needed for fir fighting in 2 hours is: Qpccc = 144m Volume of water needed for the project is: Q = 449 m 4.4 RAIN WATER DRAINAGE SYSTEM PLANNING: Water drainage system in the area is designed new, by open drain, reinforced concrete, water absorption hold cover, water is discharged into existing canal, ditch surrounding the area. 4.5 DIRTY DRAINAGE SYSTEM PLANNING: This is normal domestic waste water with not big capacity. So, treatment measure is to build septic tanks for above mentioned construction work, dirty water, after treatment by septic tanks, will be led through waste water drainage system to treatment station with a capacity of 250m3/ day. Water, after being treated and meeting class A standard, will be discharged into the environment.

4.6 LIGHTING SYSTEM PLANNING: So, total capacity for the entire site is: P* = 1,121.3 KW. Selected capacity for the transformer station (double station): 1,200 kVA 4.7 COMMUNICATION INFORMATION SYSTEM PLANNING: It is necessary to build a post office with a switchboard of 1000port at least for the site. 4.8 BRIEF EVALUATION OF IMPACTS OF THE PROJECT ON ENVIRONMENT Environmental impacts during the construction: a. Environmental impacts due to labor concentration A vast majority of laborers are drivers, elevating workers, building workers. Of whom, laborers from other places make up a large proportion, because local laborers cannot meet labor requirements. With above records, some negative impacts may be repaired with good measures of labor management.

b. Environmental impacts due to construction During the construction, environment pollution is mainly caused by dust, noise, vibration due to backfilling, building infrastructure, work items, etc. However, the construction is only carried out for a short period and takes place within a campus (narrow scope) of the project. Negative impacts are only temporary, unserious if managed properly. Thus, management measure is needed and well implemented from the beginning to prevent negative impacts on surrounding environment. c. Impacts on water quality Causes for impacts on water quality during the construction are pollutants in domestic water, rain water flowing over and sweeping away solid waste on the ground and running into water resources. If there are no measures to strictly control this amount of waste water, water in the project site will be polluted.

4.8.1 Impacts during the stable operation a. Impacts on air quality: This is ecological tourist project, so air pollution is not caused. All activities have modern technologies that do not discharge smoke into the environment. b. Impacts on water quality: Surface water: Dong canal is supplied by Dau Tieng lake. At the upper reaches of the stream, some households in the area divided the stream into terraced small ponds to take water for growing farm produce and raising fish. Underground water: According to a survey in the project site, water penetrates from the ground does not have significant impacts on the quality of underground water in surrounding area.

c. Forecast impacts on terrestrial ecological system: The project site is an ecological area mainly consisting of forests. Terrestrial fauna in the project site is relatively simple, consisting of popular animals, no scare animals or named in the red book. Therefore, with regard to ecology, the construction project in this area will not have significant impacts on the vegetational cover as well as terrestrial fauna; this is a relatively convenient area.

INVESTMENT MANAGEMENT

5.1 FORM OF INVESTMENT: a. Investment capital: LEGEND tourist historical cultural area project uses capital raised from such financial resources as self finance, capital mobilized from shareholders, bank loan, capital from preferential policies of the state (if any). If using capital mobilized from shareholders, we will establish joint stock company to implement the project. b. Scope of business operation: Build and trade in a tourist, entertainment, recreation, Paintball games areas, sports complex and services works such as clubs, restaurants, souvenir stand cases, games instruction zone, etc. c. Legal regulations govern the operation of the Company and the Project: The owners company operates according to enterprise law, domestic investment law and other legal documents. d. Finance and accounting: The owners company is currently applying applicable accounting regulations for domestic enterprises, and similar accounting regulations will be applied for the tourist area and sports complex in Tay Ninh of the Company. e. Business period: 50 years.

5.2 FORM OF MANAGEMENT: a. Management during the investment: As soon as competent authorities approve the project, the owner will establish the management and appoint Executive Director or Vice Executive Director, branch in Tay Ninh to promote the project. b. Management during the operation: When the project is completed and put in to exploitation, the management in terms of security and order for all officers, workers and employees and tourists will be implemented by magnetic card at the gates to thoroughly control each individual coming in or out.

5.3 PROGRESS OF CONSTRUCTION INVESTMENT: a. Progress of project implementation: The project is divided into 02 phases: Phase I: is implemented in the period of 2012-2015, investing in and building Paintball game zone, with synchronous, complete technical and social infrastructure system to serve residents in the province and surrounding areas. Phase II: is implemented in the period of 2015-2020, in vesting in, building and completing remaining items of the projects.

ECONOMIC EFFICIENCY

6.1 INVESTMENT EFFICIENCY OF THE PROJECT: 6.1.1. Economic efficiency: LEGEND tourist historical cultural area project in the Center of Southern Revolution historical monument reappearance in Boi Loi is operated in a stable manner. The project is expected to pay taxes and other financial obligations to the budget of Tay Ninh province according to laws. It also create a busy business environment, healthy competition bring lots of choices for residents in terms of entertainment. On the other hand, the project contributes to diversify, internalize of channels and new means of entertainment of Tay Ninh. In order to meet demand for entertainment of domestic and international tourists, in compliance with the guidelines of Tay Ninh provincial leaders and the state interests.

The project starting in future investment projects, playing an important role in appealing investors in other Projects in the region. The project brings great socio-economic efficiency within the development scope of the Project. The project has contributed to the development of recreation and entertainment tourist industry in Tay Ninh in particular and Vietnam in general. Most area of the Project site is covered green contributing to clean environment in the exploitation area. The project is constructed in rural area, so attracts a great number of laborers, and contributes to creating jobs for local residents. With regard to economic efficiency, the project contributes a great amount of foreign currency to the state budget during the operation of the Company. With short-term and long-term social and economic practical interests, the investment in and construction of LEGEND TOURIST HISTORICAL CULTURAL AREA project and Paintball game area are essential.
