Introduction
Comprehensive Agrarian Reform Program (CARP) is a reform strategy designed to solve the problems of poverty and insurgency, promote industrialization and strengthen democracy by giving opportunity to the majority of the Filipino people who are poor to actively participate in the political process.

CARP holds the key to agricultural and rural development. An accelerated implementation of the program to effect immediate land ownership, will bring about not only social justice, but equally important, economic productivity and alleviation of poverty among rural population.

Agrarian Reform- as a national policy instrument used to bring about social justice, poverty reduction, and rural development- has been on the government agenda for many years.

It is because of the premise that majority of the Filipinos who are in the countryside are poor. Poverty and oppression are brought about by inequality in land tenure relationships and lack of state support for agriculture.

Agrarian Reform has been a key state interventions that would reduce poverty by redistributing wealth and transform rural areas into centers of equity-led economic growth by ensuring investments in agriculture.

This became the goal of Agrarian Reform Infrastructure Support Project (ARISP), to create better life for thousands of Filipinos farmers as one of the most effective poverty programs in the Philippines today.

ARISP was implemented using an integrated package approach comprising infrastructure and institutional development support. ARISP provided irrigation component, post harvest facility, farm to market road and rural water supply.

ARISP II was a project loan of the Government of the Philippines from the Government of Japan through the Japan Bank or International Cooperation (JBIC), now the Japan International Cooperation Agency (JICA).

It was designed to reduce poverty incidence by increasing productivity of individual farmer to transform the ARC into viable, organized, self-reliant, socially prepared and technically capable centers of economic growth and development.

Specifically, ARISP II was conceived to achieve the following: i) improve the mobility of rural people and their farm produce within and outside the ARC, by constructing and/or rehabilitating farm to market roads (FMR); ii) establish and strengthen farmers organizations;

iii) improve the health conditions of the rural people and reduce time spent by women and children in fetching water from the springs and wells by providing them with rural water systems (RWS); iv) increase the productivity of farm lands by providing steady irrigation and water supply;
